About The Position

This manager role leads the team responsible for PHI’s consolidated O&M investment strategy, including Long Range Plan coordination, Coordination of What’s In and What’s Out of the budget, current year Haves & Needs (H&N) governance, funding transfer oversight, savings initiatives, and general enterprise wide funding management. The role is accountable for ensuring alignment across O&M planning, execution, and financial governance. This team also owns the coordination of financial data for regulatory filings, partners with subject matter experts to support regulatory submissions, serves as the primary point of contact for O&M regulatory compliance requests, and tracks PHI’s annual regulatory requirements and O&M spend. This includes establishing guidelines, processes, methodologies and requirements to develop and manage project controls and approval processes. Oversee the creation of a five-year O&M spend plan. Includes providing support to Finance, Category Owners, Budget Owners, and ITN Owners through analysis of established targets and previous spends. Assures investment is targeted to attain the business goals and objectives. Additionally, position requires communication and coordination with other departments within the organization. Respond to regulatory requests for the ICC Annual Report and Rate Case filings. Responsibility includes acting as Responsible Businessperson to develop, coordinate and gain approval of responses to rate case data requests. Includes the development and review of testimony to be submitted in rate case process. Work closely with Regulatory Groups, VPs, and Legal to ensure responses are appropriate and accurate. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Requirements

  • Bachelor's degree in engineering, business, or construction management and 7-10 years relevant utility experience.
  • Demonstrated knowledge and understanding of business drivers, system requirements and investment strategy to balance short and long term corporate financial performance and system performance.
  • Demonstrated ability to develop and implement process enhancements and efficiencies, including technology and performance.
  • Experience in managing a variety of contracts, including cost plus, time and material, and fixed price contracts.
  • Varied experience in financial/business analysis with interfaces to engineering or other technically oriented activities.
  • Understanding of project development and control.
  • Excellent analytical skills, with the ability to plan and organize workload.
  • Experience using Artemis 7 and Excel.
  • Results oriented with demonstrated leadership skills.
  • Effective oral and written communication skills.
  • Ability to work effectively in cross-functional teams.
  • Ability to champion organizational change.

Nice To Haves

  • Professional registration, Graduate degree or graduate level work, or project management certification preferred.
  • Strong project/program management skills desired.
  • 3-5 years of supervisory experience.
  • Strong understanding of O&M spend areas and associated work

Responsibilities

  • Maintains communications with other departments within Operations, T&D, and Finance to keep them informed with accurate and timely information in order to facilitate decision-making.
  • Directs the development and implementation of the challenge process to assure the highest levels of customer services and to achieve Exelon's safety, reliability, and performance goals.
  • Plans and directs the development of the five-year Capital and O&M spend plan. Ensures planning effort meets both operating unit and corporate goals.
  • Provides analysis and develops responses to data requests in support of the ICC Annual Plan and Rate Case filings. Work closely with Regulatory Groups, VPs, and Legal to ensure responses are appropriate and accurate.
  • Ensure alignment of work with financial targets is optimized to balance business drivers, such as system performance targets, safety, and customer satisfaction.
  • Plans and directs changes to the O&M budget and short term and strategic schedules through management of the Project Review Group Process.
  • Ensures the adequate staffing and qualification of personnel within the Investment Strategy organization.
