About The Position

This posting is to fill the current vacancy and to establish an eligibility list to fill any future vacancies that may occur in the next 6 months. Manages and ensures compliance of the medical services programs of the Authority to include but not limited to the MARTA’s Alcohol and Drug Program, disability leave programs, employee assistance, modified/transitional duty, and Americans with Disabilities Act. Manages the claim administration activities of the Authority’s Long Term and Short-Term Disability program. Monitors ADA and non-ADA job assistance cases to ensure determinations and recommendations accurately meet the provisions of federal and company guidelines. Implements and ensures compliance of MARTA policies and procedures with the Federal Transit Administration (FTA) Drug and Alcohol Policy in accordance with Department of Transportation (DOT) and FTA regulations. Counsels and advises management on policies and procedures for drug and alcohol regulatory compliance and medical services policies/procedures. Monitors and maintains safety-sensitive contractors’ Drug & Alcohol FTA compliance based upon specified criteria established for monthly, quarterly and annual reporting. Supports the procurement of external contracted services for Occupational Medical Services (OMS) and the Employee Assistance Program (EAP). Monitors contracted service agreements for Occupational Medical Services (OMS) and the Employee Assistance Program (EAP) post award. Leads Human Resources special projects designing management intervention plans and strategies.

Requirements

  • Bachelor’s Degree in Human Resources, Health Management, Rehabilitation Services, Business Administration, Behavioral Sciences or a related field.
  • Minimum of four years of directly related, progressively responsible experience in the development, implementation and administration of Federal Transportation Administration drug and alcohol, Employee Assistance, ADA/AA, disability leaves and modified duty programs.
  • Three years of experience in a supervisory/managerial capacity.
  • Extensive knowledge and direct experience with FTA audits and compliance as related to 49 CFR Part 655, Prevention of Alcohol Misuse and Prohibited Drug Use in Transit, and Part 40 Procedures for Transportation Workplace Drug and Alcohol Testing Programs.
  • Experience with a union and regulated safety-sensitive transit work environment.

  • Completion of the FTA Drug & Alcohol Program Manager (DAPM) training a plus.

Responsibilities

  • Manages and ensures compliance of the medical services programs of the Authority to include but not limited to the Drug & Alcohol Program, disability leave programs, employee assistance, medical specialty programs, modified/transitional duty and ADA/AA.
  • Counsels and advises management on policies and procedures for drug and alcohol regulatory compliance and medical services policies/procedures.
  • Manages the claim administration activities of the Authority’s Long Term and Short Term Disability program including but not limited to claims appeals, quality assurance program for claims work product, and fiscal responsibility for claims cost containment and payments.
  • Monitors ADA and non-ADA job assistance cases to ensure determinations and recommendations accurately meet the provisions of federal and company guidelines.
  • Implements and ensure compliance of MARTA policies and procedures with the Federal Transit Administration (FTA) Drug and Alcohol Policy in accordance with Department of Transportation (DOT) and FTA regulations.
  • Researches, interprets and advises MARTA management of DOT/FTA regulatory changes. Communicates changes to impacted areas.
  • Monitors and maintains safety-sensitive contractors’ Drug & Alcohol FTA compliance based upon specified criteria established for monthly, quarterly and annual reporting.
  • Recommends and maintains policies, procedures and best practices within Occupational Medical Services to align with applicable Collective Bargaining Agreement requirements and state worker’s compensation regulations concerning the rights of employees with disabilities and techniques of accommodating.
  • Supports the procurement of external contracted services for Occupational Medical Services (OMS) and the Employee Assistance Program (EAP). May service as a non-voting committee member for the proposals.
  • Oversees contractual agreements between MARTA and service agents performing DOT/FTA related testing and EAP post award. Assesses and monitors adherence to the conformed contracts, employee satisfaction, and financial guidelines. Responsible for accuracy of all service invoices and recommends approval of invoices to Contracts & Procurement for payment.
  • Leads Human Resources special projects designing management intervention plans and strategies.
  • Performs other related duties as assigned.
  • Supervises Occupational Medical Services staff. Interviews, hires and develops subordinate personnel, sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.
