About The Position

Join the dynamic BAE Systems Maritime Solutions (MS) Contracts team and be a part of a world class contracting team to support the United States Navy 7th Fleet, effecting continuous maintenance of Forward Deployed Naval Forces in the Western Pacific and Indian Oceans. This program sustains the Navy’s global presence and force protection within the 7th fleet’s AOR. Become a part of the calling by serving, supplying and protecting those that protect us! This position will be a part of a small, specialized team managing a complex IDIQ contract and will report to the Director of Contracts. As BAE Systems’ Contract Manager, the successful candidate will be responsible for managing and leading a diverse cross-functional team in support of Navy’s Lead Maintenance Activity (LMA) in the 7th fleet’s AOR. The candidate will need the aptitude to pay meticulous attention to detail, strategically plan, analyze program data, prepare and review proposals, negotiate, communicate effectively with team members, monitor program/subcontract performance, and manage program deliverables. This position requires a self-motivated, committed individual able to operate in an active, dynamic environment. The Navy continuously supports missions across the AOR and will require periodic maintenance for emergent and operational issues. This position may require the candidate to be available, in conjunction with the Director of Contracts, 24 hours/7days, 365 days of the year in the event of emergent requirements.

Requirements

Bachelor Degree and 8 years relevant experience required
Proven business negotiator while exercising sound business judgement with experience engaging at high organizational levels or with persons of influence both internally and externally.
Highly developed critical thinking and communication skills with ability to influence and shape favorable business outcomes.
Proven experience in managing and prioritizing in change management
Excellent communication, presentation, team-building and leadership skills, with the ability to perform in a complex cross-functional business environment.
Excellent writing skills is a must, with the ability to write clear and concise reports, business correspondence, and policies/procedures.
Ability to effect and manage change (both organizational and contractual).
Fixed Price contract experience
Expert knowledge of FAR/DFAR regulations
Experience with complex contracts and proposal preparation and execution
Ability to interact professionally and effectively at all levels of the organization
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, solicitations/RFPs, or governmental regulations.
Meticulous import/export compliance IAW ITAR/EAR
Ability to analyze data to ensure compliance and on time delivery of deliverables
Strong business acumen and experienced in risk management.

Nice To Haves

4 years Fixed Price Contract experience
Naval vessel maintenance contracting experience (NAVSEA Standard Items)
Certification as CFCM or CPCM (NCMA) or CCM (IACCM) desirable
Master’s Degree/MBA/JD a plus

Responsibilities

Implement disciplined change management strategies and tactics to effect proactive change orders.
Provide guidance to develop overarching negotiation strategies and objectives, and takes action necessary to resolve any impasses between BAE Systems and its customers.
Develop solutions to complex contracting and business issues, which require the regular use of ingenuity and innovation.
Ensure solutions are consistent with organization strategic and operational objectives.
Provide expertise, guidance, training, and leadership to support cross-functional business team members.
Lead discussions and/or briefings with various leadership and other key personnel, participate in complex negotiations, and develop contract management strategies to mitigate risk.
Ensure efficient and effective flow of information among leadership team, cross-functional teams, and/or customer(s) as needed.
Provide direction to cross-functional team members to address and influence major contractual, compliance and business issues encountered in the proposal and execution of contracts of all types and complexity.
Train, motivate and assist cross-functional team members to practice effective scope control strategies to enable early identification of constructive changes that may provide BAE Systems opportunities for equitable adjustments.
Interface with key government contracting and procurement officials as required and/or needed.
Monitor program deliverables to ensure program cost and schedule projections are on target.
Maintain a safe work environment and ensure compliance with safety objectives and policies.
Undertake special assignments as required and perform others duties as assigned.
