About The Position

The Sr Mgr Facility Services Proj & Contr Svc is responsible for the planning, project management, budgeting, contracted services activities, capital improvements, architectural services, space planning and office design for the corporate assets throughout Tampa Electric Company. Responsible for developing, implementing, and maintaining processes that both support and improve the Facility Services organization.

Requirements

  • High School diploma or equivalent.
  • 6 years of facility management function or other operational experience in progressively more complex assignments.
  • Good understanding of O&M and Capital Budgeting process.
  • 3 years of management experience.
  • Knowledge of building design, engineering, construction or operations & maintenance in an operational environment.
  • Proven capability in managing financial, material and team resources.
  • Leadership, critical thinking, systems analysis, and analytical decision-making skills.
  • The successful applicant will be required to take and pass a Baseline Medical Examination as part of the pre-employment screening once an offer has been accepted.
  • A pre-employment drug screening, as well as a background check (including education, employment, criminal and motor vehicle) will also be conducted as part of the pre-employment screening.
  • Must successfully complete the following physical worker medical exam: (list one) Physical Worker Medical Exam

Nice To Haves

  • Bachelor’s Degree.
  • State certified contractor license(s) and/or Certified Facility Manager.
  • Experience with contract negotiations and contract execution.
  • Knowledge of federal, state and local building codes and regulatory requirements (NERC-CIP) in facility management.
  • Knowledge of space planning and office design.

Responsibilities

  • Manage the activities for architectural services, space planning, office design and move/add/changes for all Tampa Electric Company facilities. This activity includes setting and maintaining space and furniture guidelines, recommending office space solutions, maintaining our CAFM software application and contractor performance management for furniture delivery, reconfiguration, repairs and furniture warehousing.
  • Manage and direct the development of engineering, planning, and equipment selection for capital projects to include mission critical equipment in support of the Facility Services Department for the Company.
  • Create written and deliver oral presentations to senior management on recommendations and justifications for new construction projects, cost allocations, project estimates and service agreements.
  • Manage the activities to develop, maintain, manage and execute contracts for contracted services provided by Facility Services to include specification development, following the RFP process, technical evaluation of bid responses, contractor selection and evaluation, price negotiation, and contractor performance management.
  • Manage the preparation, management and communication of the Facility Services annual budget. This includes working with Asset Management to develop Long Term Forecast (LTF) to proactively address system integrity, disaster recovery and system expansion requirements.
  • Manage the administrative functions to include work management, payroll, account payables, environmental and OSHA record keeping.
  • Serve as Facility Services Storm Plan leader for emergency preparedness, response and restoration for Tampa Electric facilities.
  • Recommend, develop, implement, change, and maintain processes and procedures within the department to improve efficiency and effectiveness in providing our services.
  • Stay abreast of changes and trends with respect to technology, regulatory issues, general construction and maintenance of facilities to include proper compliance with regulatory and governing agencies including North American Electric Reliability Corp. (NERC), Occupational Safety & Health Administration (OSHA), National Fire Protection Agency (NFPA), Florida Building Codes (FBC), American Disability Act (ADA), Environmental Protection Agency (EPA) and National Electric Code (NEC).
  • Manage and develop employee programs for training and development, fair and appropriate administration of discipline, safety and industrial health, recognition, diversity, performance appraisals, and equitable and performance-based salary administration.
  • Foster the highest levels of customer service, teamwork, employee involvement, continuous improvement, risk taking, and effective and efficient operations.
  • Actively participate in all storm preparation, response and restoration activities to ensure continuity of facility operations and rapid recovery or critical systems.
  • Support pre-event readiness efforts and serve in assigned roles during storm events and emergency activations.
  • Administer and enforce the Contractor Safety Management Program (CSMP) to ensure all contractors/vendors meet organizational and regulatory safety requirements.
  • Collaborate with Safety Department to maintain and improve contractor safety standards and practices.
