About The Position

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management. The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Requirements

  • BS/BA and 10 years of relevant experience -OR- MS/MA or higher and 8 years of relevant experience

  • Bachelor’s degree in Accounting, Finance, or Business Administration.
  • Knowledge of PNNL financial/accounting systems and software programs.
  • Experience describing complex financial topics to non-financial managers and professionals.
  • Knowledge of FAR, DEAR, Cost Accounting Standards and PNNL Charging Guidelines.
  • Knowledge of DOE Order 413.3B and other facility-related DOE requirements.
  • Understanding of DOE facility construction processes and requirements.
  • Expertise in completing complex financial analysis and developing recommendations for senior management.

Responsibilities

  • Responsible for the oversight and implementation of all business processes utilized in the management and operations of assigned Directorate(s) including: financial forecasting, budgeting, business analysis, and financial performance. Performs trend analysis of financial indicators and communicates to senior management direction on financial risk areas, performance assessment, business implementation and strategy impacts. Provides validation of Directorate(s) goals associated with Sales, BV, FTEs and Net Income. Responsible for the processes and procedures associated with the full funding cycle, proposal to project close-out. Establishes internal controls to reduce risk associated with business operations. Ensures compliance with accepted accounting methods, government regulations and internal policies and procedures. Provides business interface to clients and other Battelle managed laboratories.
  • Serve as a consultant to the Operational Systems Directorate (OSD) leadership on financial strategies to achieve organizational and lab level vision.
  • Develops annual budgets and performance projections for key organizational metrics such as overhead, FTEs, and pool recovery. Oversee rate calculations and evaluates historical and prospective data to inform business decisions and strategic planning.
  • Organizes, plans, and develops common procedure for budget activity leads to follow during the Lab’s planning and budgeting process.
  • Develops and analyzes financial forecasts and trends; evaluates financial status of budgets and overhead recoveries; issues summary reports; makes recommendations for corrective actions if necessary.
  • Conducts monthly reviews of overhead and service center costs and recoveries and FTE performance; provides documentation for rate revisions and adjustments of budgets. Presents overall impacts and recommendation of potential options/alternatives for management approval.
  • Ensure financial transactions comply with accounting policies and practices by conducting financial reviews and approval of appropriate source documents.
  • Provides guidance/training for M&O organizations staff on financial policies and procedures, appropriateness of costs, and proper charging guidelines; communicates changes in accounting procedures.
  • Functions as a team leader and creates a working environment which fosters and supports innovative ideas for team members.
  • Facilities and Infrastructure Governance Committee (FIGC) Co-chair; responsible for the process of creating funding determinations for OSD sponsored projects; and provides oversight/assistance.
  • Oversight for Facilities and Infrastructure (F&I) and Planned Major Maintenance (PMM) accounting; tracking; reporting, etc. Provides support to Campus Planning as necessary in support of the Physical Waterfall.
  • Financial Oversight for the following service centers: Facility Space Service Center (FSSC); Radiochemical Processing Laboratory (RPL) Adder; Waste Disposal and Waste Disposal Management and Administrative; Government Vehicles; Duplicating; Relocation; Fabrication Shop; Dosimetry & Instrument Calibration; and OSD Purchased Services.
  • Creation/Maintenance of accounting policies and practices related to OSD and its various services and service centers.
  • Assisting in management and administration of policies and practices related to Bargaining Unit (BU) labor, including a key support role for contract negotiations.
  • Responsible for implementation of Environment Liabilities and Environmental Safety and Health Liabilities policies, practices, internal controls, and periodic reporting.
  • Key financial interface between the OSD operations and the Financial Operations division within the Business Services Directorate (BSD).
  • Performs special projects as assigned by Laboratory management.
