About The Position

This position is in support of LOGCAP and reports directly to the Community Services Sr. Director. The Medical Services Manager serves as the Subject Matter Expert for Health Services. This role is responsible for monitoring and reporting subcontractor compliance with the technical requirements of the subcontract for Health Services under the Kwajalein Task Order. The position routinely works directly with the United States Army Garrison – Kwajalein Atoll (USAG-KA) Health Services Contracting Officer Representative (COR). This position description is subject to change at any time as needed to meet the requirements of the program or company.

Requirements

  • Associate degree or Higher.
  • Must have knowledge of legal requirements for medical/dental records.
  • Must have working knowledge of US Army Health Care Facilities and Operations.
  • Must understand Privacy Act of 1974 and HIPAA guidelines.
  • A valid driver’s license and the ability to obtain a U.S. Government Motor Vehicle Operator’s License and Kwajalein Driver’s License are required.
  • Must be able to obtain and maintain CNAC-I.
  • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
  • Must have experience in health care facilities and operations.
  • Minimum Five (5) years Health Services administrative experience.
  • Two (2) year managerial level experience which demonstrates the ability to analyze problems, to identify significant factors, gather pertinent data, and recognize solutions.
  • One (1) year of experience with Defense Medical Logistics Standard Support (DMLSS).
  • Requires specialized knowledge of the basic principles and practices related to the management of health care delivery systems.
  • Familiarity with regulations and standards of various regulatory and credentialing groups and ability to reconcile contradictory requirements in preparing staff recommendations and/or in coordinating clinical and administrative services.
  • Familiarity with government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • Ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management and operation of the health care delivery system.
  • Must be able to work effectively with all levels of employees, including top, middle and supervisory levels of management.
  • Must be able to work independently.
  • Requires basic planning, organizing, and problem solving skills.
  • Require excellent oral and written communication skills in English.
  • Requires analytical skills, including the ability to extract, compile and analyze data.
  • Must be knowledgeable in MS Office software application such as Word, Excel and Access.
  • Must be able to handle company information with confidentiality and discretion.
  • Requires the ability, on occasion, to make presentations and inform through workshops, instruction, or other media.
  • Ability to analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management and operation of the health care delivery system.

Nice To Haves

  • Coursework in medical coding and billing, transcription and computer applications, medical ethics, business communication and general office skills, health-care management preferred.

Responsibilities

  • Monitors the operational performance of the subcontractor for Health Services in all service areas: Clinical Governance and Credentialing, Role 1 Medical Facility, Patient Administration, Records Management and Data Collection, Referral Management and Emergent Medical Evacuation (MEDEVAC), Medical Services, Radiology Services, Surgical Services, Clinical Laboratory Services, Dental Services, Behavioral Health, Community Preventive Medicine, Occupational Health Services, Health Screening and Immunization, Environmental Health Services, Physical Therapy, Optometry Services, Pharmacy Support, Hyperbaric Medicine Services, Medical Logistics, Veterinarian Services, and Medical Services Laundry.
  • Ensure performance work statements and standards are in compliance with Government policies and regulations.
  • Review updates to subcontractor’s Internal Standard Operating Procedures, Work Instructions, and other document control to ensure compliance with V2X and contractual requirements.
  • Monitor the initiation preparation, and maintenance of military personnel medical and dental records in accordance with Army regulation.
  • Reviews work in progress and assure accurate results and to assess quality and quantity produced by the subcontractor.
  • Able to obtain and maintain an account in Defense Medical Logistics Standard Support (DMLSS).
  • Ensures functional area specific training designed to improve operational capabilities, employee performance and job competency are being completed.
  • Confers with CSD Sr. Director on confidential matters (personnel actions, supervisory reports, etc.) in accordance with V2X policies.
  • Interfaces with designated COR and other contractor elements to assure smooth operations and compliance with government directives, standards and needs.
  • Must be willing to work on holidays, short notices, all shifts, and overtime. Vacation scheduling will also be dictated by mission requirements.
  • Interprets, prepares, and distributes staffing and utilization statistics, and other data regarding operations.
  • Performs other duties as assigned.
