About The Position

The North County Fire Protection District is accepting applications for the position of Medical Services Officer (MSO). The MSO will provide administrative assistance in the ongoing development of the district’s delivery of emergency medical services. This role involves training fire and community personnel, evaluating medical care, conducting research, assessing public health needs, supervising emergency services personnel, understanding AED and CPR programs, and operating computers for various administrative tasks. The position requires keeping accurate records and maintaining effective relationships with various stakeholders.

Requirements

  • At least five (5) years of experience as a Physician’s Assistant (PA), Registered Nurse (RN), Mobile Intensive Care Nurse (MICN), or Emergency Medical Technician–Paramedic (EMT-P), including a minimum of three (3) years of related experience within the past five (5) years.
  • Knowledge of principles, practices, and procedures of an Emergency Medical Services program, including an Advanced Life Support program, pre-hospital care system, emergency health care, EMS Continuous Quality Improvement (CQI), patient health information relating to HIPAA, adult teaching principles and group training methods, disaster preparedness practices and programs, and principles and practices of effective customer service.
  • Valid Class "C" California Driver's License.
  • Insurable and maintain this status with the District's all-risk insurance carrier.
  • Currently licensed as a Physician Assistant, Registered Nurse, Mobile Intensive Care Nurse or EMT-Paramedic in the State of California.
  • Possess ACLS certification and CPR Healthcare provider certification.
  • Eligible to obtain and maintain status as an approved provider of ALS and BLS Continuing Education in San Diego County (S-306).
  • Must have successfully completed or complete within the first year either of the following courses of study: Four (4) semester units of upper division credit in educational materials, methods, and curriculum development or equivalent; OR California State Fire Marshall (CSFM) “Instructor I and II”; OR National Fire Academy’s (NFA) “Fire Service Instructional Methodology Course” or equivalent; OR National Association of EMS Educators (NAEMSE) “Level I Instructor Course”.

  • Employees are required to successfully complete a one-year probationary period.

Nice To Haves

  • Experience in instructing EMS and fire personnel at the college and community outreach level.
  • Participation in instruction and implementation of paramedic preceptor and intern programs.
  • Developing and maintaining medical skills evaluation components of an ALS delivery system.
  • A Bachelor’s Degree or Master’s Degree or other advanced course of study related to the position.
  • Ability to obtain and maintain ACLS and CPR Healthcare provider Instructor certification.

Responsibilities

  • Understand and follow District Policy and Procedures.
  • Assist in the implementation of operational policies and procedures for EMS and other emergency programs.
  • Assist department staff in interpreting and ensuring compliance with EMS policies, procedures, and protocols.
  • Handle related administrative issues and develop criteria for evaluating personnel needs and operational effectiveness.
  • Monitor EMS program operations and personnel for compliance with legal requirements.
  • Determine training requirements for emergency programs and provide/coordinate training to all District employees on emergency medical services related topics.
  • Respond to emergency incidents to evaluate emergency medical service delivery by EMT and Paramedic personnel.
  • Conduct special studies, analysis, and investigations of emergency medical performance quality improvement and emergency medical dispatch issues.
  • Prepare reports and gather statistical data for submission to appropriate agencies.
  • Function as the continuous quality improvement (CQI) manager and assist in resolving emergency medical performance issues.
  • Serve as the agency point of contact for ambulance billing and citizen requests regarding EMS treatment and transportation.
  • Act as the primary point of contact for EMS-related audits, inspections, and reporting requirements.
  • Assist in the development and implementation of short and long-term goals for the EMS and other programs.
  • Maintain records for the EMS Program.
  • Represent the District regarding EMS issues with local, state, and federal agencies.
  • Function as the Department’s “designated officer” for infectious disease exposure reporting and administration of the Department’s infection control plan.
  • Serve as the designated HIPAA Compliance Officer.
  • Work in collaboration with other health-related community stakeholders in the development and monitoring of community-based programs.
  • Oversee controlled substance program management, including inventory, security, and compliance.
