About The Position

This position is responsible for investigating allegations of state and federal laws against unlicensed individuals posing as licensed health care practitioners. The Lead Inspector Specialist conducts complex medical quality assurance investigations relating to alleged violations of practice acts/rules under the jurisdiction of the Department. This role involves investigating complaints of alleged malpractice among medical health care boards, reviewing and assigning case files, and preparing comprehensive investigative reports. The Lead Inspector must provide investigative results through the collection of evidence and preparation of quality investigative reports. This role also coordinates investigations with federal, state, and local law enforcement officials and regulatory agencies, engages in proactive enforcement programs, and provides information to consumers regarding licensure and possible violations of laws and rules. The investigator reviews court records, conducts audits and inspections, prepares and serves subpoenas, administrative complaints, Emergency Suspension Orders, Emergency Restrictive Orders, notices to cease and desist, and issues citations. They also enforce terms of Disciplinary Enforcement Requests and cooperate with Board staff. Additionally, this role is responsible for conducting or ensuring in-service training for assigned personnel and may serve as a field training officer. The position requires testifying and/or presenting evidence at administrative hearings, depositions, or trials, and developing and maintaining professional contacts with healthcare providers. Performs other duties as required.

Requirements

  • Proficient computer skills to include Word, Excel, PowerPoint and Outlook.
  • Knowledge of computer data bases.
  • Knowledge and use of the compliance management system and licensing system used by the Agency.
  • Knowledge of laws, legal codes, court procedures and government rules & regulations.
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Understanding written sentences and paragraphs in work related documents.
  • Communicating effectively with others verbally and in writing.
  • Talking to others to effectively convey information.
  • Ability to establish and maintain effective working relationships with others.

  • One (1) year of investigative experience.
  • Five (5) years of professional experience from one or more of the following fields: investigative, law enforcement, working in the juvenile or adult criminal justice system, regulatory inspections, regulatory compliance, resource protection, affirmative action, equal employment opportunity, regulatory work as a paraprofessional or higher, claims adjusting, auditing, financial examining, land appraisal work, human relations, personnel, working as a licensed healthcare professional regulated by the Division of Medical Quality Assurance.
  • Must be willing to physically in the office to perform duties and responsibilities of this position.
  • Must have a valid driver's license.
  • Satisfactorily complete a background investigation.

Responsibilities

  • Investigate allegations of state and federal laws against unlicensed individuals posing as licensed health care practitioners.
  • Conduct complex medical quality assurance investigations relating to alleged violations of practice acts/rules.
  • Investigate complaints of alleged malpractice among medical health care boards.
  • Review and assign case files, receive completed cases, review, sign & forward to PSU.
  • Conduct priority and routine investigations, audits and inspections relating to violation of Florida Statutes and rules.
  • Provide investigative results through the collection of evidence and preparation of quality investigative reports.
  • Prepare comprehensive chronological reports of final, supplemental and probation reports within the guidelines of ISU’s quality control matrix.
  • Investigate high profile and/or multi-jurisdictional allegations.
  • Coordinate investigations with federal, state and local law enforcement officials and regulatory agencies.
  • Engage in proactive enforcement programs individually and in cooperation with other government agencies.
  • Demonstrate good public relations with local authorities and professional organizations through personal contact and public speaking engagements.
  • Provide information to consumers regarding licensure and possible violations of laws and rules regulating professions.
  • Review court records and other essential documents, conduct audits and inspections, prepare, and serve subpoenas, administrative complaints, Emergency suspension, Emergency restrictive orders, notices to cease and desist and issue citations.
  • Enforce terms of Disciplinary Enforcement Requests and cooperate with Board staff members.
  • Conduct or ensure in-service training is conducted on a regular basis and in accordance with policy and procedure for all assigned personnel.
  • Serve as field training officer as necessary.
  • Provide referral information.
  • Testify and/or present evidence at administrative hearings, depositions, or trials.
  • Develop and maintain up-to-date professional contacts with risk managers, hospital administrators, nursing directors and other health care providers.
  • Perform other duties as required.
