About The Position

The Media Library Specialist maintains the media library for the Naval Air Warfare Center Weapons Division (NAWCWD) Corporate Business and Analysis Group (CBA) and associated organizations, with primary responsibility for the custody, tracking, inventory, and processing of physical and digital media assets including tapes, cassettes, microfiche, and other recorded media. The Media Library Specialist applies standard data processing and corrective procedures to address routine media problems such as damaged or misplaced media, escalating non-routine problems that lack preplanned corrective procedures to senior staff. This is a non-personal services position; the incumbent operates under contractor supervision and does not receive task direction from Government personnel. This position is contingent upon contract award.

Requirements

  • High school diploma or equivalent required.
  • Entry to mid-level experience in media library operations, data processing support, records management, or a closely related administrative support role.
  • Experience maintaining physical or digital media libraries, performing inventory, and applying documented corrective procedures to media problems is preferred.
  • Familiarity with DoD or Government administrative environments and security procedures is advantageous.
  • Active Secret clearance required at time of hire. Must be maintained for the duration of contract performance.
  • Ability to apply established, preplanned procedures to routine data processing and media management tasks with accuracy and attention to detail.
  • Proficiency in basic office equipment and computer applications, including Microsoft Windows and standard office suite applications.
  • Ability to recognize and escalate problems that fall outside established corrective procedures.
  • Solid organizational skills; ability to maintain accurate records, logs, and inventories.
  • Knowledge of CUI handling requirements (DoDI 5200.48), OPSEC principles, and records management procedures.
  • Ability to work under general supervision of higher-level staff while performing assigned tasks independently.

Responsibilities

  • Maintain the library of media assets, including tapes, cassettes, microfiche, and digital storage media, ensuring accurate custody records, labeling, and physical organization.
  • Perform inventory of media holdings on a scheduled basis; identify and reconcile discrepancies in media counts, locations, or condition.
  • Track media check-out, return, duplication requests, and transfers using library management logs or automated tracking systems as directed by contractor supervision.
  • File and retrieve media assets in response to authorized requests, applying established organizational schemes and documented procedures.
  • Apply data processing and corrective procedures to resolve routine media problems, including damaged, degraded, or misplaced media.
  • Identify media issues that do not have preplanned corrective procedures and escalate promptly to higher-level Media Specialists or contractor supervision.
  • Maintain accurate records of problem media, corrective actions taken, and outcomes for tracking and quality assurance purposes.
  • Process and fulfill media duplication and distribution requests in accordance with contractor-developed procedures and applicable security requirements.
  • Deliver completed files, CDs, DVDs, and photographic prints to customer organizations as directed, verifying that deliverables meet stated requirements before delivery.
  • Coordinate with the Graphics, Photography, and Video support team to ensure proper storage and archiving of digital assets produced under the contract.
  • Handle all media assets at the appropriate classification level; access to Secret-level information is required in the performance of this role.
  • Comply with NAWCWDINST 5500.1A for opening, closing, and conducting security checks of secure spaces as required.
  • Handle all Controlled Unclassified Information (CUI) in accordance with DoDI 5200.48; ensure CUI media is properly marked, safeguarded, and transmitted only through approved channels.
  • Comply with OPSEC requirements outlined in the DD Form 254 and applicable DoD and DON directives.
  • Adhere to applicable records management requirements per SECNAV M-5210.1 and SECNAVINST 5210.8F for management and disposition of media assets.
  • Perform general clerical and administrative duties in support of the CBA and associated NAWCWD organizations as directed by contractor supervision.
  • Prepare documents and correspondence compatible with the Government IT environment, including Microsoft Windows 11, Microsoft Office Professional Plus 2016 or greater, and Microsoft 365.
  • Support the Monthly Progress and Financial Status Report (CDRL A001) by providing relevant activity data to the contractor’s management chain as requested.
  • Escort US visitors on-site when required in accordance with NAWCWDINST 5500.1A.
