About The Position

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process. This position manages daily law enforcement operations, oversees department bureaus, and supervises offices to protect state-owned facilities, government leaders, state workers, and visitors. This position supervises the rank of Captains, who command Detachments/Divisions, and lieutenants, who command specialized Sections reporting directly to Headquarters. The position reports directly to the Chief of Police and Deputy Chief of Police and is third in command. The position can assume overall command of the department in the Chief's and Deputy Chief’s absence.

Requirements

  • Graduation from an accredited high school or a high school equivalency certificate acceptable to the Maryland State Board of Education, as described in the Maryland Police and Correctional Training Commission regulation.
  • 10 years of professional experience as a certified law enforcement officer.
  • U.S. Citizenship
  • Must be at least 21 years of age
  • Satisfactory background investigation, including a check of criminal history and internal affairs
  • Oral interview
  • One on one interview with the Chief of Police
  • Physical examination
  • Possession of a driver's license valid in the State of Maryland
  • Police Certification issued by the Maryland Police and Correctional Training Commission within six months of employment.

Nice To Haves

  • A bachelor’s degree from an accredited college or university with major coursework in law enforcement, criminal justice, criminology, or a related field in law enforcement, public administration, or a related field of study.
  • At least 2 to 5 years of experience must be at a commissioned supervisory or command rank, such as Captain or above.
  • Successfully completed an executive leadership training or program. To include FBI National Academy, FBI Leeda, SMIP, Northwestern School of Police and Command etc.
  • Strong leadership and management skills with the ability to effectively lead and motivate a diverse team of law enforcement personnel.
  • Familiarity with budgeting, resource allocation, and strategic planning processes.
  • Exceptional oral and written communication and interpersonal skills to interact with diverse stakeholders, including other law enforcement agencies, government officials, and the public.
  • Sound judgment and decision-making abilities in high-pressure situations.
  • Ability to multitask and work independently in a fast-paced, high-pressure, and high-demand environment.

Responsibilities

  • Supervises and evaluates the work of subordinate personnel by reviewing results achieved and ensuring conformance to policies, procedures, and directives.
  • Assist in the development and implementation of new or revised policies, procedures, and directives, and provide professional assistance with their interpretation for DGS-MCP members.
  • Direct, coordinate, and review assignments, special details, unplanned emergencies, and weather events to ensure proper staffing, proper budget allocation, and proper notification with DGS-MCP, DGS, State agencies, and allied emergency services.
  • Establish and maintain effective working relationships that garner respect and promote leadership with members of DGS-MCP, other State employees, and visitors to State facilities.
