About The Position

PA is seeking a Managing Consultant to help grow and deliver its Digital Trust & Cyber Security work in the United States, with a focus on clients in Utilities and/or Transport. The role applies sector knowledge to cyber security, resilience, critical infrastructure and emerging technology risks affecting complex, interconnected and operationally critical services. It combines market development, senior client engagement, commercial contribution, consulting delivery and team leadership, and is expected to align with PA’s Digital & Data stream while supporting the wider Digital Trust & Cyber Security and Jacobs growth agenda. The consultant will work with senior clients to understand priorities, shape opportunities and turn technology and cyber risks into practical action. A particular focus is helping clients assess their exposure to post-quantum cryptography (PQC), examine critical systems and trust dependencies, set priorities and plan a managed transition. The role includes shaping and leading PQC-readiness work, such as executive briefings, readiness assessments, prioritisation and roadmaps, drawing on specialist expertise across PA and Jacobs. The Managing Consultant will support opportunities from initial discussion through qualification, proposal and delivery; provide senior oversight to ensure client outcomes and quality; lead consulting teams; contribute to propositions and reusable approaches; and develop colleagues and sustainable US capability in critical-infrastructure cyber security and PQC. Direct cryptography or specialist delivery experience is valuable but is not an absolute requirement.

Requirements

  • Significant professional experience in Energy, Utilities or Transport, gained in consulting, industry or both.
  • Familiarity with relevant industry frameworks, such as MITRE ATT&CK TTPs, NIST CSF and CIS Controls.
  • Strong grounding in cyber security, technology risk, operational resilience, security architecture or a closely related field.
  • A relevant cyber security, architecture, resilience or risk qualification; examples include OT/ICS cybersecurity, Cyber Threat Intelligence (CTI), CISA or GIAC. Industrial Control Systems experience is particularly sought.
  • Experience engaging senior client or business stakeholders and translating complex issues into clear decisions and practical action.
  • Experience originating, shaping, selling or expanding consulting or professional-services work.
  • A record of leading significant client engagements, workstreams or multidisciplinary teams.
  • Ability to work across business, operational and technical audiences.
  • Experience with complex technology estates, third-party dependencies, legacy environments or operational technology.
  • Commercial judgement to qualify opportunities, shape proportionate responses and maintain a clear route from client need to delivery.
  • Leadership capability appropriate to a Managing Consultant, including developing others, mobilising expertise and taking responsibility for client-outcome quality.
  • Ability to collaborate across organisational boundaries and build an effective team around an opportunity or engagement.

Nice To Haves

  • Experience in a senior security, resilience, technology or critical-infrastructure role.
  • Consulting experience combined with time in industry.
  • Experience with cryptographic readiness, crypto-agility, trust architecture or technology migration.
  • Experience in critical-infrastructure cyber security across IT and operational technology.
  • Experience working with engineering, infrastructure or technology partners.
  • Experience creating assessments, strategies, roadmaps or transformation programmes that lead to implementation.
  • An established network in the US Energy/Utilities or Transport market.
  • Direct cryptography or specialist delivery experience; it is valuable but not an absolute requirement.

Responsibilities

  • Build trusted relationships with senior stakeholders in US Utilities and/or Transport organisations.
  • Bring sector insight to discussions about cyber security, resilience, critical infrastructure and emerging technology risk.
  • Identify and shape opportunities, advancing them from initial conversations through qualification, proposal and delivery.
  • Contribute to growth of the US Digital Trust & Cyber Security business, including opportunities arising through PA’s collaboration with Jacobs.
  • Help clients assess the relevance of post-quantum cryptography to their organisation, critical services, technology estate and supply chain.
  • Shape and lead PQC-readiness work, including executive briefings, readiness assessments, prioritisation, roadmaps and follow-on activity.
  • Apply security-architecture thinking to cryptographic assets, trust relationships, technology and supplier dependencies, and migration sequencing.
  • Connect sector, business and operational context with specialist cryptography, security architecture, OT, resilience and transformation expertise across PA and Jacobs.
  • Provide senior oversight as opportunities move into delivery, keeping teams focused on client outcomes, quality and practical recommendations.
  • Lead consulting teams and establish clear roles for specialist, delivery and junior colleagues.
  • Contribute to propositions, market perspectives and reusable approaches that support client engagement and commercial opportunity.
  • Support account and pursuit teams with sector insight, qualification, solution shaping, proposals and senior client discussions.
  • Develop colleagues and help build sustainable US capability in critical-infrastructure cyber security and PQC.
