About The Position

The Manager-WWTP directs, manages, and oversees all wastewater treatment plant maintenance and operations for the Dallas Water Utilities. Directs corrective, preventative, and predictive maintenance functions to ensure the operation and performance of plant functions and to monitor compliance and conformance with regulatory requirements.

Requirements

  • Eight (8) years of experience in a high-volume [> ten (10) million gallons per day] water utility operations (purification, pumping, distribution, wastewater collection or treatment).
  • Three (3) years of experience with supervisory or management responsibilities.
  • High school diploma or GED.
  • An associate degree in any field plus six (6) years of the required experience, including three (3) years of the stated supervisory/management responsibilities, will meet the education and experience requirements.
  • A bachelor's degree or higher in a science or engineering field, plus four (4) years of the required experience, including three (3) years of the stated supervisory/management responsibilities, will meet the education and experience requirements.
  • A bachelor's degree or higher in a non-specified field plus six (6) years of the required experience, including three (3) years of the stated supervisory/management responsibilities, will meet the education and experience requirements.
  • Valid driver's license with a good driving record.
  • Current Class A Wastewater Treatment Plant Operator's License from the Texas Commission on Environmental Quality (TCEQ).
  • Must have own transportation.
  • Subject to twenty-four (24) hour emergency calls, and inclement weather conditions.
  • Availability to work varying shifts, including nights, weekends, and holidays.

Responsibilities

  • Manages, directs, and leads all operations and activities of the wastewater treatment plant department and staff; organizes, plans, staffs, directs, and controls programs to respond to preventative, corrective, and predictive maintenance issues that impact the operations of the plant.
  • Oversees, directs, and manages that all wastewater/bio solids are conditioned and processed within all state and federal guidelines; performs plant process control, monitors data collection, and oversees appropriate records retention; monitors facility for permit compliance.
  • Manages the hiring and performance evaluation procedures for the department; approves and enforces discipline, verifies and approves time, manages service contracts, equipment, and technology and facilitates departmental success and effective service and maintenance delivery; hears and resolves grievances and implements disciplinary actions when necessary.
  • Develops and implements long range plans, programs, and schedules to ensure operational efficiency and facilitate successful maintenance projects; determines goals and objectives needing emphasis; directs and coordinates work through supervisors and provides coaching, advice, counsel, or technical direction as needed; prioritizes tasks, schedules and assigns various requests, and ensures that crews and staff are completing work on schedule, and have clear performance expectations.
  • Manages, evaluates, and oversees the plant performance, treatment activity, and overall services delivery; performs maintenance work when needed and oversees the use and tracking of work on the Maintenance Management System; ensures necessary equipment is available and used properly, approves all purchases and requisitions, and evaluates that all operations are done according to permitting requirements, standards, and system specifications.
  • Directs and coordinates maintenance activities with contractors, vendors, and other trades within the plant or other city departments to ensure efficient work; participates in and conducts various staff and out-of-service meetings where maintenance management is planned to ensure equipment availability, reliability, and capacity in support of overall plant management objective.
  • Develops and implements budget for department and operations; inspects work, audits activities, and identifies equipment that needs to be procured; creates budget to meet needs in the most cost-effective manner and acquires parts and materials to meet the maintenance needs of the wastewater treatment plant facilities.
  • Coaches, advises, counsels and instructs employees; identifies all training needs for employees; interviews and makes selection on candidates for filling positions, recommends terminations, and facilitates promotions; hears and resolves serious complaints or simple grievances from employees and refers serious grievances to higher level managers.
  • Finds and implements methods to improve production or effectiveness; oversees the inspection of plant procedures, maintenance activities, and project implementation; approves employee hours and ensures adherence to all personnel and departmental policies and procedures.
