Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as Manager, Transmission & Power, Mainline Optimization Project (MOP). In this position, you will lead the power scope of the MOP, which is focused on increasing Line 2 capacity from 540 kbpd sustainable to 805 kbpd sustainable, with 840 kbpd sustainable during winter. You will be responsible for permanent and temporary power strategy, utility coordination, electrical infrastructure, transmission and distribution connections, energization, commissioning support, and handover activities required to support expanded operations and targeted Early In-Service and Full-Service milestones. The successful candidate will demonstrate strong expertise in utility interface management, transmission and distribution infrastructure, project execution, stakeholder coordination, and electrical systems delivery for large-scale energy infrastructure projects.

Requirements

• Post-secondary education in Engineering, or related discipline.
• Professional Engineer (P. Eng) designation & registration with Provincial Professional Engineering Associations (APEGA or APEGBC).
• Minimum 10 years of progressive experience.
• Excellent project management with demonstrated leadership capabilities.
• Demonstrated experience in people leadership or senior supervisory roles, with accountability for team performance and delivery in fast-paced, deadline-driven environments, and a proven ability to lead and coordinate cross-functional teams to successfully achieve defined business objectives and desired outcomes.
• Experience in the oil and gas industry, with Midstream industry experience strongly preferred.
• Collaborative and supportive leader with a passion for mentoring, coaching, developing talent, fostering teamwork, and guiding others through difficult conversations with empathy, tact, diplomacy, and discretion.
• A consistent track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.

Responsibilities

• Lead and manage all phases of the MOP power workstream, including project development, engineering, utility coordination, procurement, construction, commissioning, energization, and handover to Operations for new substations, transmission and distribution connections, and associated electrical infrastructure in Alberta and British Columbia.
• Manage the delivery of key transmission infrastructure projects, including the 7 km transmission line from Rearguard to Hargreaves, the 3.5 km transmission line in Merritt, and the 300 m transmission line in Barriere, ensuring successful coordination of engineering, permitting, land access, construction, commissioning, energization, and operational handover activities.
• Coordinate critical utility interfaces and system reinforcement initiatives, including major BC Hydro transmission system reinforcement north of Kamloops, ensuring alignment of utility schedules, technical requirements, risk mitigation strategies, and readiness to support early Q1 2029 Early In-Service and Q2/Q3 2029 Full-Service milestones.
• Provide leadership and day-to-day direction to the Transmission Lines Project Manager, Temporary Power Project Manager, electrical engineering support, contractors, consultants, utility stakeholders, and functional support teams, fostering collaboration, accountability, and effective execution across permanent and temporary power scope.
• Develop, maintain, and manage integrated execution plans, utility interface plans, schedules, budgets, forecasts, estimates, risk registers, Stage-Gate deliverables, and performance reporting by means of clear presentations, decision papers, and leadership updates on power scope, utility interfaces, plans, progress, risks, decisions, and results as necessary.
• Ensure power scope, interface points, utility assumptions, energization requirements, temporary power needs, engineering deliverables, construction sequencing, and operational handover expectations are clearly defined, communicated, and controlled while coordinating activities across Engineering, Operations, Regulatory, Environmental, Supply Chain, Project Controls, and external utility organizations.
• Drive proactive risk management, regulatory compliance, and execution readiness, identifying and mitigating risks related to utility approvals, power availability, long-lead electrical equipment, permitting, access, construction, testing, commissioning, energization, and stakeholder commitments, while ensuring compliance with applicable regulatory, utility, safety, environmental, and electrical code requirements.
• Oversee contractor, consultant, utility, and vendor performance throughout project execution, including scoping, bidding, evaluation, award, procurement support, contract administration, constructability and operability reviews, commissioning planning, outage and energization coordination, turnover documentation, and visible HSE leadership, ensuring engineering, procurement, construction, testing, commissioning, and handover strategies optimize safety, reliability, schedule, cost, quality, regulatory risk, utility risk, and operational performance.
