Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as Manager, Facilities, Mainline Optimization Project (MOP). In this position, you will play a key role in leading the facilities scope of MOP, supporting the project objective to increase Line 2 capacity from 540 kbpd sustainable to 805 kbpd sustainable, with 840 kbpd sustainable during winter. Early In Service is targeted for early Q1 2029, with Full Service targeted for Q2/Q3 2029. The successful candidate will demonstrate strong expertise in facilities project delivery, including new and expanded pump stations, terminal modifications, brownfield facility upgrades, fabrication, construction, commissioning, and handover activities.

Requirements

  • Post-secondary education in Engineering or related discipline.
  • Professional Engineer (P. Eng) Registration with Provincial Professional Engineering Associations (APEGA or APEGBC).
  • Minimum 10 years of progressive experience.
  • Excellent project management skills with demonstrated leadership capabilities.
  • Demonstrated experience in people leadership or senior supervisory roles, with accountability for team performance and delivery in fast-paced, deadline-driven environments, and a proven ability to lead and coordinate cross-functional teams to successfully achieve defined business objectives and desired outcomes.
  • Experience in the oil and gas industry, with Midstream industry experience strongly preferred.
  • Collaborative and supportive leader with a passion for mentoring, coaching, developing talent, fostering teamwork, and guiding others through difficult conversations with empathy, tact, diplomacy, and discretion.
  • A consistent track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.

Responsibilities

  • Lead the delivery of the facilities scope for the project, including five new greenfield pump stations, six new stations at existing facilities, additional pump units at six existing stations, pump impeller upgrades at all 11 existing stations, terminal facilities, DRA infrastructure at several additional stations, and associated mechanical, electrical, and control systems.
  • Oversee facilities equipment and systems scope, including 42 new 5000 hp pumps, 31 new variable frequency drives (VFDs), and related facility systems required to support the MOP scope.
  • Lead all phases of facilities project execution, from project development and engineering through procurement, fabrication, construction, commissioning, start-up, and handover to Operations, ensuring scope, schedule, cost, quality, and operational requirements are achieved.
  • Provide day-to-day leadership to Facilities Project Managers, Project Engineers, fabrication logistics coordinators, construction resources, contractors, consultants, and functional support teams, fostering collaboration, accountability, and effective execution across multiple facilities workstreams and project locations.
  • Coordinate integrated execution activities across pump stations, terminals, valve sites, fabrication facilities, and operating assets, managing interfaces, outages, tie-ins, commissioning activities, and construction sequencing to support safe and efficient project delivery.
  • Develop and manage project execution plans, area execution plans, schedules, budgets, forecasts, estimates, risk registers, stage-gate deliverables, and senior-leadership reporting, while ensuring scopes, site battery limits, deliverables, assumptions, engineering packages, construction interfaces, outage windows, commissioning requirements, and handover expectations are clearly defined and controlled.
  • Lead procurement and contract management activities, including contractor and vendor selection, scope development, bid evaluations, contract administration, fabrication oversight, and management of long-lead equipment and material deliveries required for facilities execution.
  • Ensure facility activities comply with Trans Mountain health, safety, environmental, quality, and security requirements, as well as applicable federal, provincial, and local regulatory requirements, including CER requirements, provincial permits, municipal requirements, codes, standards, and project commitments.
  • Support regulatory and permitting processes by coordinating technical inputs, responding to information requests, reviewing project documents, and ensuring facility-related commitments are tracked and implemented.
  • Oversee review and approval of contractor construction documents, fabrication plans, lift plans, quality plans, commissioning plans, execution plans, and turnover packages, including obtaining acceptance from key stakeholders.
  • Work collaboratively with Engineering and Operations on conceptual, preliminary, and detailed designs to ensure appropriate safety, operability, maintainability, constructability, lifecycle performance, and alignment between engineering, procurement, fabrication, construction, commissioning, and turnover strategies.
  • Ensure constructability reviews are completed for each site and that constructability considerations are reflected in estimates, schedules, risk assessments, fabrication strategies, and construction execution plans.
  • Prepare and deliver project updates, presentations, decision support materials, and status reports to project leadership and stakeholders, providing clear communication on scope, progress, milestones, risks, issues, and execution performance to support timely decision-making and alignment.
