About The Position

The Center on Budget and Policy Priorities (CBPP) is a nonpartisan research and policy institute that advances federal and state policies to help build a nation where everyone — regardless of income, race, ethnicity, sexual orientation, gender identity, ZIP code, immigration status, or disability status — has the resources they need to thrive and share in the nation’s prosperity. CBPP combines rigorous research and analysis, strategic communications, and effective advocacy to shape debates, affect policy, and inform effective implementation both nationally and in states. It works closely with a broad set of national, state, and community organizations to design and advance policies that promote economic justice; improve health; broaden opportunity in areas like housing, health care, employment, and education; and lower structural barriers for people of color and others in communities that continue to face systemic barriers to opportunity. CBPP promotes policies that will build a more equitable nation and fair tax policies that can support these gains over the long term. CBPP also shows the harmful impacts of policies and proposals that would deepen poverty, widen disparities, and worsen health outcomes. CBPP is seeking to hire a Manager, Total Rewards and People Operations to join the People and Culture team. The Manager is responsible for the development and administration of CBPP’s benefits and total rewards programs. They will focus on researching and analyzing current trends in benefits and total rewards to assist CBPP in remaining competitive and equitable. The Manager will also be responsible for maintaining and optimizing CBPP’s Human Resource Information System (HRIS) to ensure seamless data management, process automation, and reporting capabilities.

Requirements

  • Bachelor’s degree in human resources or related field.
  • Minimum of 5 years’ experience working within the benefits and high-stakes administration functions of a Human Resources team.
  • Excellent interpersonal and technical support skills.
  • Experience managing vendors, carriers, and service providers.
  • Able to build and maintain professional relationships with stakeholders.
  • Excellent organizational skills and attention to detail.
  • Excellent analytical and problem-solving skills.
  • Familiarity with human resource policies and procedures to ensure the HRIS meets organizational needs and goals.
  • Intermediate to expert level proficiency with ADP Workforce Now or similar HRIS/Payroll platforms.
  • Exceptional written and verbal communication skills.
  • Strong interpersonal skills and customer service mindset.
  • Strong ability to appropriately advocate for employees with carriers and service providers.
  • Experience with SharePoint and Microsoft 365 applications (Word, Excel and PowerPoint).

  • Demonstrated ability to exercise confidentiality with employee information, documents and the ability to utilize discretion.

Responsibilities

  • Develops and cultivates relationships with employees to ensure seamless delivery of benefits and total rewards.
  • Cultivates and manages relationships with benefit and insurance brokers, vendors, and providers to effectively collaborate with all on a regular basis.
  • Responsible for drafting and sending out communications regarding CBPP benefits and total rewards to staff.
  • Manages the onboarding and offboarding process for employees.
  • Assists the People and Culture team with maintaining the integrity of personnel data entered into HR system, ensuring accuracy and error-free data entry.
  • Researches current trends in Human Resources and benefit selections for CBPP’s specific, diverse population, bringing new ideas to the Director of Operations and Total Rewards for the team to discuss.
  • Collaborates with the Finance and Information Technology teams to continuously review processes and implement efficiencies to better serve CBPP employees.
  • Plans and develops educational trainings for total rewards and compliance throughout the year for CBPP employees.
  • Ensures payroll administration regarding benefits is appropriately handled.
  • Manages compliance with the Family and Medical Leave Act (FMLA).
  • Manages and troubleshoots all issues regarding insurance and benefits.
  • Manages Washington Metropolitan Area Transit Authority (WMATA) system.
  • Ensures compliance with all regulatory laws applicable to CBPP personnel and the District of Columbia.
  • Manages all Human Resources/Finance entries into the current HRIS.
  • Manages all reporting requests within the People and Culture team.
  • Analyzes HRIS performance metrics and resolves application issues.
  • Develops and maintains working relationships with ADP Workforce Now and system monitoring.
  • Manages employee access to the HRIS.
  • Consistently troubleshoots users’ experience with the HRIS platform.
  • Optimizes HRIS processes and integrates new software.
  • Audits HR processes and documents, including payroll administration, staff turnover, hiring, and termination of service when required.
  • Tracks and implements technological advancements in HRIS.
  • Manages overall Human Resources administration of the HRIS.
  • Performs other job-related duties within the role’s scope as assigned to support the team’s goals.
