About The Position

Reporting to the Director, People Services, the Manager, Talent Acquisition and Organizational Effectiveness is a key member of the People Services (PS) management team and leads both strategic (corporate) and tactical (operational services delivery) of recruitment, talent assessment, talent sourcing, onboarding, work design, job evaluation and classification to achieve Ingenium’s strategic and hiring goals. The Manager is accountable for their team’s operational leadership in the areas of overseeing the job evaluation and classification services for the organization as well as to ensure the seamless, efficient and effective delivery of talent acquisition and assessment. Key partnerships are with other PS managers, Ingenium’s leadership/management, union, contractors, such as the organization’s external job evaluation consultants and recruiting partners and agencies. This position is responsible for strategic and short- and long-term workforce planning, integrating employer branding, candidate experience, and employee value proposition (EVP) strategies to strengthen Ingenium’s position as an employer of choice. The Manager also leads initiatives in digital transformation of Talent Acquisition, while supporting Ingenium’s TREDIA (Truth, Reconciliation, Equity, Diversity, Inclusion, Accessibility) commitments.

Requirements

  • A degree in Human Resources, or a degree in a related field related, with an acceptable combination of experience relevant to the duties of the position.
  • Minimum of five (5) years recent and related experience in the field of human resources in unionized environment, including extensive experience in the talent acquisition function.
  • Minimum of two (2) years of experience managing a team; OR two (2) years of experience supervising and managing a program/project.
  • Strong conceptual skills to create recruitment tools and support the implementation of systems consistent with staffing requirements and to analyze and apply the classification standard to job evaluations.
  • Experience developing and administering policies in a unionized environment.
  • Extensive and comprehensive knowledge of talent acquisition and classification and People Services (Human Resources) processes within a federal institution.
  • Working knowledge of Canada Labour Code, Official Languages Act, Employment Equity Act.
  • General knowledge of pay administration and compensation and benefits programs and processes.
  • Ability to interpret and apply collective agreements and organizational policies.
  • Demonstrated strong people leadership skills with excellent communication skills, both verbal and written along with strong analytical, consulting and coaching skills.
  • Able to engage with all levels of the Corporation with exceptional tact and diplomacy while respecting confidentiality and applying honed judgement.
  • Excellent interpersonal influence, networking, teamwork and cross-cultural competence.
  • Agile to adapt readily to rapid and changing environment with a focus on client service in the ability to effectively manage several complex files simultaneously.
  • Demonstrated ongoing commitment to life-long learning and development.
  • Extensive knowledge of the management and administrative process and practices used in the management and execution of a classification program.
  • Excellent ability to analyze job duties and apply the classification standard.

Nice To Haves

  • Experience working with organizational design and classification standards (will be considered an asset), such as Korn Ferry Hay or working within the classification function; or a suitable combination of education, training and experience.
  • Experience implementing and administering HRIS, ATS, and/or AI-driven recruitment technologies, and applying HR analytics for workforce planning, as well as the development and implement of new procedures and techniques to support TREDIA initiatives are assets.
