About The Position

Under the general supervision of the agency head or designee, an employee in this class is responsible for supervising the activities of the Systems & Programming personnel engaged in analysis, evaluation, revision, development and installation of new and improved data processing methods, procedures, and techniques. Work requires the development, installation, and maintenance of systems using the knowledge and application of information systems, data processing, computer programs, and computer science techniques.

Requirements

  • Graduation from a recognized college or university
  • Three years experience in Computer Programming and System Design and analysis
  • One year in a supervisory capacity
  • Knowledge of computer systems, programming principles, systems analysis, and data processing methods.
  • Knowledge of project coordination, resource allocation, staff supervision, and operational planning.
  • Knowledge of current technology trends, system development practices, and methods for improving program operations.
  • Skill in analyzing technical problems and developing practical system solutions.
  • Skill in managing programming, systems development, and technical support activities.
  • Skill in the effective use of computers, software applications, and related information technology tools.
  • Ability to communicate effectively, orally and in writing.
  • Ability to plan, assign, review, and coordinate the work of technical personnel.
  • Ability to establish and maintain effective working relationships with users, staff, vendors, and agency officials.
  • Ability to apply policies, procedures, and technical standards to resolve operational and system- related issues.

Responsibilities

  • Supervises, assigns, coordinates, and reviews the work of Systems and Programming Section staff.
  • Prepares written reports for the Director on assignment status, project progress, and section activities.
  • Evaluates section personnel and provides guidance to improve work performance and technical effectiveness.
  • Recommends new or improved uses of data processing equipment, systems, and related technology.
  • Establishes and maintains communication with authorized users to identify needs and coordinate data processing services.
  • Maintains, develops, and modifies computer systems and programs to meet operational requirements.
  • Conducts and coordinates staff training to support effective system use and technical development.
  • Evaluates new technical developments and recommends appropriate application to section operations.
  • Prepares technical and administrative reports as required to document section activities and recommendations.
  • Performs other related duties as required.
