About The Position
The Office of Information Technology Services is seeking a detail-oriented Systems Programming Consultant to join our team. Serving in a Project Management type role, the analyst collaborates with the Economic Self-Sufficiency Services (ESS) Program Office and System Integrator teams to support IT project and change management activities. This includes working with the Program office to determine enhancement prioritization, working with the IT and System Integrator teams to ensure proper project coordination, including but not limited to implementation and release readiness, stakeholder communication, risk and issue identification, and project status reporting. The position also serves as a liaison between ESS and IT to support effective communication, timely decision-making, accountability for project commitments, and the successful implementation and ongoing support of supported systems. Additionally, the analyst may at times evaluate business processes and system performance to identify risks, inefficiencies, and opportunities for improvement. Working closely with stakeholders, technical teams, and vendors, the analyst supports solution design, implementation, testing, deployment, and post-production support activities. The position monitors system reports and reported issues to ensure they are reviewed, prioritized, and escalated appropriately. The analyst maintains open communication with management regarding project status, testing progress, requirements changes, defect trends, risks, and recommended solutions. The position may also develop and monitor performance and quality metrics to support system readiness and continuous improvement initiatives. The incumbent contributes to the achievement of operational objectives by ensuring project deliverables align with business needs, quality expectations, compliance requirements, and customer service standards. Through business analysis, requirements management, testing, collaboration, defect management, and process improvement, the analyst supports reliable system performance and the delivery of effective business solutions.
Requirements
- Bachelor’s degree in business administration, information technology, or a related field or 5+ years of experience in an IT Project related role.
- Strong analytical skills, excellent communication and interpersonal skills, proficiency in quality assurance methodologies, and familiarity with the software development life cycle (SDLC) and Agile methodologies.
- Experience using DevOps, Jira or other project management tools.
Nice To Haves
- 5+ years of progressively responsible information systems experience.
- Knowledge of public assistance programs such as Medicaid, SNAP, and TCA.
Responsibilities
- Assist with change and enhancement request processes. Includes logging and tracking change and enhancement requests, validating them with the program office and participating in meetings with program representatives to prioritize requests.
- Coordinate project activities across technical teams, ESS, and other internal and external stakeholders as needed to support timely decision-making and successful implementation.
- Build and maintain change management plans for each release that includes rationale, changes to applications, readiness assessment, etc.
- Support system implementation and release activities, including readiness assessments, stakeholder coordination, testing, deployment planning, communications, and post-implementation follow-up.
- Assist ESS product owners for functional enhancement initiatives for all ACCESS Applications. Assists with testing and production support as necessary.
- Provide superior customer service while managing relationships with end users, business area leaders, partners and vendors to ensure deliverables exceed expectations.
- Prepare and presents project status, accomplishments, risks, issues, decisions, and recommendations to management and executive leadership.
- Track tasks and progress towards completion using defined project management tools and processes.
