Fraser Health Authority is seeking a dynamic, forward‑thinking leader to transform how clinical data, digital systems, and workflows support care delivery across Home & Community Care (HCC) Regional Services. As the Manager, Systems & Data, Home & Community Care Regional Services you will lead the teams that power HCC’s clinical data quality, analytics, reporting, and workflow design. Requirements

  • Bachelor’s degree in clinical informatics or related field with specific courses and applied academic training in data governance, data strategy & project management.
  • Seven (7) years of nursing or allied health care experience including two (2) years in a supervisory or leadership role, with increasing responsibility related to clinical informatics, data analytics, digital leadership, quantitative analysis and systems implementation, or an equivalent combination of education, training and experience.
  • Demonstrates the leadership practices of the Fraser Health Leadership Framework of Clear, Caring and Courageous and creates the conditions for people to succeed.
  • Advanced knowledge of information management, clinical informatics, data analytics, business processes technologies and applications.
  • Knowledge of all components of a technical architecture and health and corporate information systems.

  • Ability to comprehend the functions and capabilities of new technologies.
  • Demonstrated knowledge of the project management process and the systems development life cycle.
  • Ability to provide leadership to a variety of large project teams in an environment that constantly changes and that has fluctuating priorities.

Responsibilities

  • Champion clinical data governance by maintaining Fraser Health’s clinical data dictionary, strengthening quality standards, and supporting integrated systems across provincial and national reporting environments.
  • Design and optimize clinical workflows, partnering with operational leaders and frontline clinicians to turn complex care processes into streamlined, standardized, and patient‑centred pathways.
  • Guide digital system enhancements, shaping how clinical information systems evolve to support usability, efficiency, and high‑quality care.
  • Lead analytics and reporting teams to deliver meaningful insights that inform planning, performance improvement, and strategic decision‑making.
  • Influence system‑level strategy, acting as a key liaison with the Ministry of Health, CIHI, digital health vendors, and Fraser Health’s own modernization teams.
  • Provides strategic and operational leadership for clinical informatics and automation initiatives from initiation through completion, ensuring delivery within approved timelines, resources, and budgets.
  • Plans, directs, and coordinates project resources across multiple workstreams to ensure momentum toward key milestones while maintaining alignment with organizational priorities.
  • Leads the development of business cases, operational plans, risk management strategies, and governance documentation, securing appropriate approvals and ensuring responsible financial oversight.
  • Ensures projects and programs are rigorously designed, continuously evaluated, and adjusted based on performance outcomes, defined key performance indicators (KPIs), and measurable objectives.
  • Establishes, monitors, and reports on KPIs and performance metrics related to workload management, portfolio activity, and quality outcomes to support decision‑making, accountability, and continuous improvement.
  • Identifies and analyzes present and future business data and system needs and priorities; makes recommendations regarding information requirements, design, functionality, usage and integration with manual and automated systems.
  • Works with other departments to evaluate areas for business process improvement; identify information technology requirements; ensures clinical needs of program are represented in new or adaptation of current informatics/technological systems.
  • Undertakes needs assessments and participates in the development and compilation of business intelligence to ensure timely and accurate responses to data and reporting requests from HCC, FH leadership, Ministry of Health, and other partners.
  • Develops, recommends and implements appropriate policies, procedures, and systems for the HCC portfolio such as simplifying workflow and assuring compliance with regulatory requirements; identifies or allocates appropriate resources in order to resolve existing data/system issues by providing advice, consultation and expertise.
  • Manages assigned project schedules/plans ensuring projects are executed on budget and within scope and approved timeframes. Represents HCC ensuring alignment with digital needs. Reports variances and status updates to the Director and maintains required records.
  • Performs regular reviews of processes to ensure efficient and effective information input, analysis and interpretation; provides recommendation for improvements and provides updates to HCC on process changes.
  • Oversees and/or coordinates the accurate and timely reporting of HCC data and reports; maintains the integrity of data. Develops, implements and evaluates data quality improvement initiatives for the portfolio and participates in data quality improvement programs by developing performance indicators.
  • Oversees and/or develops HCC systems reporting standards in collaboration with the Director and other internal and external partners and analyzes and reports on impact/effect of data reporting.
  • Manages staff by hiring, assigning and monitoring work, developing and implementing appropriate staff training and development/retention plans, managing performance issues, and implementing disciplinary action up to and including employee terminations where required.
  • Develops and manages operating budgets.
  • Reviews all interdisciplinary or external requests for the department and forwards requests to Information Privacy, as needed.
  • Participates on and/or leads internal and external provincial committees as assigned.
