The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a manager to plan, organize and manage Service and Support Administration activities. This includes oversight and implementation of SSA functions per OAC 5123:2-1-11 for individuals receiving services or who have planning needs. The role involves assisting with the development and revision of Service and Support Administration Department policies, protocols, and SA practice expectations. Key responsibilities include developing and managing SSA services, assisting in the development and implementation of processes related to SSA work (service authorization, Medicaid waiver enrollment, quality review), and providing coaching to Support Administrators and Supervisors. The manager will work directly with individuals, families, and teams to resolve conflicts, hire, train, supervise, and evaluate Support Administrators and Supervisors, and implement performance standards. They will oversee performance evaluations, including annual appraisals and ongoing coaching, and review performance issues to make recommendations for disciplinary actions. The role also involves assisting in the organization and provision of information, training, and technical assistance to staff, providers, families, and other stakeholders. Additionally, the manager will provide direction and oversight for the authorization of expenditures for HCBS Waiver services and locally funded services, ensuring fiscal responsibility. They will guide providers, Support Administrators, and Supervisors on these processes and in line with funding hierarchies. The manager will direct Supervisors and Support Administrators to problem-solve operational issues and crisis situations concerning individual health, safety, and welfare. They will monitor supervisor responsibility for mandated health and safety protocols, such as MUI prevention plans and monitoring/SA review. Collaboration with the SSA Management team is expected for planning and implementing practice changes in response to state and federal expectations and Cuyahoga DD’s strategic plan. The role includes directing project management for agency and departmental initiatives, leading work-groups or committees, and directing Support Administrators and Supervisors in developing community capacity for supporting individuals and families through resource linkage, including housing and living supports. Establishing and maintaining effective collaborative relationships with community stakeholders and functioning as a liaison to other service and support systems are also key. Participation in the Medicaid Administrative Claiming (MAC) program is required. The position involves frequent personal and email contact with Cuyahoga DD staff, service providers, DoDD, other agencies, and individuals served and their families. The position requires a flexible work schedule with some evening and weekend meetings, and occasional travel within and out of the county. The role includes supervision of Support Administration Supervisors and Support Administrators. The salary is based on the base salary for management positions in Pay Schedule F, with the actual starting salary determined by factors such as knowledge, skills, education, experience, market rate, internal equity, and budgetary constraints.
