About The Position

Collins Aerospace is seeking a Manager, Subcontracts Program Management to support major programs within the Mission Systems organization. This role plays a central part in guiding subcontract strategy across the full program lifecycle, from pursuit and proposal development through execution and sustainment. It exists to ensure that third‑party products and services are sourced, negotiated, and delivered in alignment with program objectives, customer requirements, and government regulations. The position works closely with program leadership and supply chain partners to manage complex subcontract content for high‑value, high‑visibility programs. In this role, you will lead subcontract planning, negotiations, and performance management while serving as a key business partner to internal stakeholders. You will oversee major subcontract activities, manage cost and schedule performance, and maintain strong relationships with suppliers and senior program leaders. The work includes guiding subcontract administrators and buyers, preparing contractual documents, resolving supply issues such as obsolescence, and representing the company in discussions related to compliance and requirements. This position offers the opportunity to influence program success, shape supplier partnerships, and contribute to the delivery of critical aerospace and defense solutions. This is an onsite position at our Sterling, VA facility with flexibility to work from home as needed.

Requirements

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
  • Active and transferable U.S. government issued security clearance is required prior to start date
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Demonstrated experience managing subcontract programs using Earned Value Management Systems (EVMS) and performing Cost Account Manager (CAM) responsibilities
  • Working knowledge of acquisition policies and procedures, including application of the Truthful Cost or Pricing Data (TINA) requirements
  • Experience interpreting and applying Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

Nice To Haves

  • Experience applying risk management principles to identify, assess, and mitigate program and supplier risks
  • Familiarity with Collins Management System (CMS) and value stream or product lifecycle management concepts
  • Prior experience supporting U.S. Government subcontracting activities within regulated environments
  • Experience working in program management and/or supply chain roles supporting complex programs
  • Experience using ERP and procurement systems such as SAP and Ariba

Responsibilities

  • Lead subcontract strategy and execution across the full program lifecycle, including planning, proposal evaluation, and subcontract management
  • Serve as a business advisor to internal stakeholders, providing market insight, supply chain solutions, and proactive program support
  • Lead supplier negotiations and partner with Supply Chain Contract Management to develop and execute subcontract agreements
  • Oversee major subcontract performance, including cost, schedule, risk, and compliance to original proposal requirements
  • Act as Cost Account Manager (CAM) for applicable subcontract efforts and provide regular status updates to internal stakeholders and senior leadership
  • Manage supplier relationships, including executive-level engagement, site visits, and resolution of performance issues such as obsolescence, production, and delivery challenges
  • Own subcontract scope for assigned programs, including Supplier Statement of Work (SSOW) development, supplier selection, and new source development as needed
  • Lead and direct subcontract support teams, including Subcontract Administrators, Buyers, and Supply Chain Contract Managers
  • Establish and lead internal and external cadence reviews, and present program status, risks, and performance to senior management
  • Ensure compliance with legal requirements, customer specifications, and government regulations while supporting programs of high complexity, risk, and value (>$50M)
  • Develop and execute subcontract plans to optimize cost, performance, and supplier outcomes across a portfolio of programs
  • Operate independently using sound judgment to manage day-to-day subcontracting and compliance activities
