The Manager, Subcontracts position is responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. This role involves implementing sourcing strategies, assessing supplier risk, and developing mitigation plans. The position requires developing subcontract specifications, work statements, and terms and conditions for procuring specialized materials, equipment, and services. Responsibilities include preparing bid packages, analyzing proposals, negotiating subcontract provisions, selecting subcontractors, and administering resulting subcontracts. The role also involves negotiating and coordinating modifications to subcontracts, and participating in the development of subcontract policies and procedures. The Manager, Subcontracts will select methods, techniques, and evaluation criteria for achieving goals, and may sign supplier agreements and purchase orders within established authority. Experience in preparing, reviewing, and managing Supplier Statements of Work is essential. This position leads and directs experienced professionals, lower-level supervisors, or associate managers, making significant improvements in processes, systems, or products. They establish short-term operational plans with measurable contributions to functional or business area results. The role involves leading, directing, and reviewing the work of direct reports who have latitude and independence in their assignments, and possesses hiring, firing, promotion, and compensation authority within their own organization, subject to management review and approval. The position works to influence others and troubleshoot issues by conducting investigations to find root causes and suggest resolutions. The Manager, Subcontracts manages a team focused on policy and strategy implementation, providing measurable input for new products, processes, or standards in operational plans. Experience with highly complex, multi-year, high-dollar subcontracts is required, as is managing a team of Subcontract employees with day-to-day metric reviews, compliance checks, and training. Exceptional communication and presentation skills are necessary, along with extensive SAP experience. The role requires willingness and ability to travel up to 20% and the ability to obtain and maintain a DoD security clearance. Other duties may be assigned by the Supervisor.
