About The Position

Northrop Grumman Mission Systems Sector is seeking a Software Quality Manager 2 for our Calibration Laboratory in Linthicum, Maryland. The Calibration Laboratory is responsible for the calibration of approximately 36,000 instruments and devices, both in-house and through vendors, to ensure programs meet critical measurement requirements. The manager will report directly to the Manager of the Laboratory and will be responsible for leading and managing the Metrology and Software Teams. The Metrology team consists of Subject Matter Experts in measurement and calibration science, who develop measurement procedures, understand measurement uncertainties, and stay updated on field developments. The Software Engineering team maintains an internally developed application called SureCal, used for calibrating Test & Measurement Equipment and sold to customers. This team also supports internal and external customers, integrates metrologist-developed procedures into SureCal, and supports an internally developed database for tracking equipment through its calibration cycle. Additionally, the manager will support efforts to utilize SharePoint and similar technologies to enhance customer service. This role requires a blend of technical and people management skills, with a proven ability to solve complex problems, communicate effectively, champion change, and manage diverse stakeholders. Excellent interpersonal and organizational skills with a "can do" attitude are essential.

Requirements

  • Bachelor's Degree in a STEM field and 8 years of related experience; or a Master’s degree and 6 years of related experience
  • People management experience
  • Demonstrated experience in technical problem solving, including root cause analysis, solution development, corrective/preventative action and verification/validation
  • Exposure to Software and Object-oriented programming languages, and its development and maintenance
  • Ability to obtain and maintain a U.S. Government Secret Clearance
  • US Citizenship

Responsibilities

  • Manage the workflows and backlogs for both the Metrology and Software Teams, balancing tactical needs with long-term strategic goals.
  • Serve as the key interface for the two teams with the Calibration Production Team.
  • Develop metrics and targets regarding the quality and efficiency of the teams' work and manage to those targets.
  • Ensure that relevant requirements (PrOPS, Calibration Directives, and others) are kept up-to-date and followed.
  • Participate in and lead improvement and root cause/corrective action activities in defined areas; support similar activities in other parts of the organization as required.
  • Determine a CMMI strategy for Software and lead its implementation.
  • Develop, modify, apply, and maintain standards for software quality operating methods, processes, systems, and procedures.
  • Conduct software inspection, testing, verification, and validation.
  • Implement software development and maintenance processes and methods.
  • Ensure measures meet acceptable reliability standards.
  • Develop overall operating criteria to ensure the implementation of the software quality program according to project, process, and contract requirements and objectives.
  • Ensure that project and process control documentation are compliant with requirements, objectives, and/or contract.
  • Review software design, change specifications, and plans against contractual and/or process requirements.
  • Perform reviews including applicable specifications, materials, tools, techniques, and methodologies.
  • Perform or direct verification of software requirement allocations, traceability, and testability.
