About The Position

Metrolinx is seeking a Manager, Signals & Communications Maintenance to oversee the rehabilitation and maintenance of all railway signal infrastructure and associated assets. This role involves managing railway signal contractors, overseeing capital rehabilitation projects, and liaising with host railway companies, government agencies, and authorities to ensure a safe and reliable system. Requirements

  • Completion of a degree in Business, Transportation Planning, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated progressive experience in the rehabilitation and maintenance of railway signal infrastructure and associated assets.
  • A G licenses may be required to travel to worksites.
  • Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services.
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to manage and monitor employees and contractors, including experience in the application of collective agreement provisions.
  • Project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants engaged in simultaneous projects (e.g. development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives.
  • Experience with vendor management to manage development and delivery of externally provided products and services and monitor contractor work assignments for adherence to timelines and the achievement of performance objectives outlined in the Agreement terms and conditions.
  • Leadership skills to motivate a team and set high standards and clear expectations.
  • Interpersonal and oral/written/presentation and negotiation skills to administer and monitor contractor compliance with Agreement terms and conditions.

Responsibilities

  • Plans and manages maintenance and rehabilitation activities required for signal systems and related functions along the owned railway corridor; monitors delivery to support customer service and revenue generation objectives.
  • Plans and implements cost effective and safe system maintenance, upgrades, rehabilitation, and signal communications systems.
  • Researches, develops, and recommends infrastructure improvement programs for host railways and owned rail corridor assets.
  • Develops and manages relationships to consult and inform affected parties and mitigate any negative impacts arising from railway corridor activities.
  • Represents contractual and transportation development issues with transportation suppliers, industry associations, and consultants.
  • Participates in contract negotiations with rail corridor asset management providers to ensure services encompass all necessary provisions and contingencies, cost effectiveness, and safe practices.
  • Establishes, prioritizes, and controls signal rehabilitation programs to ensure regulatory compliance and minimize transit schedule delays resulting from adverse signal infrastructure conditions.
  • Monitors capital and operating budget and expenditures allocated to signal corridor rehabilitation and maintenance to ensure appropriate cost control and to proactively manage variances.
  • Meets service delivery objectives and manages project and department activities within budgetary limits.
  • Manages or shares supervision of a single work group or team of 2-4 employees performing related tasks.
