About The Position

The Ministry of Primary and Preventative Health Services is building a more resilient and sustainable health care system that can support Albertans getting care when and where they need it, while responding to system-wide health challenges, improving health outcomes, and maintaining fiscal responsibility. The ministry supports Albertans’ health and well-being throughout their lives by protecting public health and promoting wellness; coordinating and delivering safe, person-centered, quality health services; health system planning and capital infrastructure planning; supporting innovative information management and technologies; regulating health care; and funding the health system. The Department of Primary and Preventative Health Services establishes the Government of Alberta’s strategic direction for health, including advising government on health policy, legislation and standards, and public health concerns; monitoring and reporting health system performance; setting policies and priorities for the electronic/digital health environment; and providing oversight and ensuring accountability across the health system. We are seeking a strategic, collaborative, and forward‑thinking leader to guide provincial policy development and prevention initiatives that improve the health and well‑being of Albertans. This role leads a high‑performing team responsible for policy frameworks, population‑based screening programs, cancer prevention initiatives, and grant management functions. The ideal candidate brings strong policy expertise, a systems mindset, and a passion for advancing public health outcomes through evidence‑based decision‑making. This role is responsible for developing provincial strategies and policy related to cancer prevention, population-based screening programs, tobacco and vaping reduction, and cannabis. The Manager ensures that all policy and program development reflects cultural competency and the foundational principles of health equity.

Requirements

  • University graduation in a field related to public administration, public health, health sciences, and business administration, supplemented by four years related experience.
  • Management experience in a related field, preferably within the health sector.
  • Demonstrated leadership experience, including guiding and developing staff.
  • Proven ability to manage and direct complex projects or programs.
  • Experience working with senior officials in provincial ministries and local authorities.
  • Strong track record in strategic planning and critical thinking.
  • Progressively responsible health-related experience, including managing projects involving diverse client groups.
  • Demonstrated creativity and innovation in program or policy development.

Nice To Haves

  • Knowledge of emerging wellness issues, strategies, and theories, particularly those related to cancer screening, tobacco and cannabis.
  • Experience with government policy development and planning processes, including the legislative process.
  • Knowledge of federal and provincial health systems and their operational structures.
  • Familiarity with multi-sector stakeholders, including both health and non-health groups.
  • Strong understanding of public health and wellness frameworks, including relevant policies and strategies.
  • Background in program planning, development, administration, and operations within health or related sectors.
  • Sound knowledge of project and program management, including team-based approaches.

Responsibilities

  • Lead the team in developing and implementing provincial policy frameworks and related projects.
  • Support Primary and Preventative Health Services in the oversight and advancement of population‑based screening programs.
  • Drive policy development and grant management efforts related to cancer prevention and screening initiatives.
  • Review and update provincial policy in areas such as tobacco and vaping reduction and the safe use of cannabis.
  • Oversee strategy renewals, including establishing timelines, milestones, and deliverables.
  • Ensure all policy work aligns with departmental strategic goals, incorporates stakeholder feedback, and reflects emerging issues and trends.
  • Oversee the team’s grant administration processes to ensure transparent and accountable funding delivery.
  • Ensure grant agreements include clear performance measures and reporting requirements.
  • Review grant budgets and resource allocations to confirm alignment with expected outcomes.
  • Identify and implement process improvements to strengthen consistency, efficiency, and quality across grant management activities.
  • Provide leadership and strategic guidance to Primary and Preventative Health Services, Primary Care Alberta (AHS), government partners, and cross‑sector stakeholders.
  • Offer evidence‑based advice and strategic options to senior leaders and decision‑makers.
  • Build and maintain strong, collaborative working relationships across the health sector and beyond.
  • Foster a culture of innovation, teamwork, and continuous improvement.
  • Support staff in their professional growth, development, and performance.
