About The Position

Join the OCC team at Flair as the Manager, Regulatory Compliance and Passenger Protection, where you'll play a key role in strengthening regulatory compliance, documentation governance, and passenger protection across our operational environment. Reporting to the Director, SOCC, you will be responsible for ensuring operational records, compliance documentation, and passenger protection processes are accurate, complete, and audit-ready. Working closely with cross-functional operational teams, you will oversee documentation governance, support regulatory compliance activities, enhance audit readiness, and drive continuous improvements that protect the airline while ensuring compliance with regulatory requirements and operational standards. This role is an on-site position based in either our Edmonton, AB or Toronto, ON office.

Requirements

  • Post-secondary education in Aviation Management, Project Management, Business Operations, Regulatory Affairs, or a related discipline is preferred.
  • An equivalent combination of education and relevant airline operational, regulatory compliance, or governance experience will be considered.
  • Minimum of three (3) years of experience within an airline, aviation, or regulatory environment.
  • Experience in airline operations, operational control, compliance, quality assurance, regulatory affairs, documentation control, audit support, safety, or regulatory coordination is strongly preferred.
  • Experience working in an operations centre, control centre, dispatch environment, airport operations, or another fast-paced operational setting is considered an asset.
  • Experience supporting Canadian Aviation Regulations (CARs), Air Passenger Protection Regulations (APPR), Accessible Transportation for Persons with Disabilities Regulations (ATPDR), audit readiness, regulatory investigations, or operational documentation control is considered an asset.
  • Familiarity with airline operational systems such as NavBlue, Sabre, NetLine, or similar operational platforms is preferred.
  • Excellent written communication skills, with the ability to produce clear, accurate, and professional documentation.
  • Strong organizational, investigative, and follow-up skills, with the ability to manage multiple priorities in a fast-paced, detail-oriented environment.
  • Exceptional attention to detail, with the ability to identify documentation deficiencies, control gaps, compliance risks, and process improvement opportunities.
  • Ability to interpret regulatory requirements, company policies, and operational procedures, and translate them into practical documentation standards and operational practices.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional stakeholders, including SOCC, Airports, Flight Operations, Inflight, Customer Service, Legal, Regulatory, Safety, Quality, and Information Technology.
  • Proficiency in Microsoft Office Suite and experience working with operational systems, reporting tools, document repositories, and compliance trackers.
  • Ability to exercise sound judgment, maintain confidentiality, and deliver high-quality work while managing competing priorities and meeting deadlines.
  • Clear criminal record check and satisfactory references.
  • Ability to obtain and maintain a valid Restricted Area Identity Card (RAIC).
  • Must be legally eligible to work in Canada without restriction.

Responsibilities

  • Serve as the SOCC lead for regulatory compliance documentation, passenger protection evidence readiness, and operational record integrity.
  • Oversee documentation governance across Operations Control Systems and SOCC document repositories, ensuring operational records are accurate, complete, timely, and audit-ready.
  • Establish and maintain documentation standards, templates, trackers, repositories, and governance processes that support regulatory compliance and operational consistency.
  • Monitor operational records, system entries, and supporting documentation to ensure quality, consistency, completeness, and compliance with documentation standards.
  • Support compliance with the Air Passenger Protection Regulations (APPR), Accessible Transportation for Persons with Disabilities Regulations (ATPDR), Canadian Aviation Regulations (CARs), Commercial Air Service Standards (CASS), and other applicable regulatory requirements.
  • Coordinate the collection, organization, and retention of documentation required for investigations, customer complaints, regulatory inquiries, audits, and internal reviews.
  • Identify documentation gaps, compliance risks, process weaknesses, and recurring operational issues, providing recommendations and supporting corrective actions to strengthen compliance and reduce operational risk.
  • Develop and maintain compliance trackers, reporting tools, and dashboards to monitor outstanding actions, documentation quality, and audit readiness.
  • Provide guidance to SOCC personnel and cross-functional stakeholders on documentation standards, evidence requirements, and regulatory recordkeeping expectations.
  • Prepare operational documentation packages and supporting evidence for internal stakeholders, Legal, Regulatory, Customer Service, and external regulatory authorities as required.
  • Partner with SOCC leadership to strengthen compliance culture, improve operational discipline, and drive continuous improvement initiatives related to documentation governance and regulatory compliance.
  • Ensure Operations Control System documentation and related SOCC records are accurate, complete, defensible, and audit-ready.
  • Support the airline's readiness for regulatory audits, reviews, investigations, customer complaints, and internal compliance inquiries by maintaining complete and accessible operational records.
  • Maintain document retention practices that ensure operational records are preserved, organized, and retrievable in accordance with internal policies and regulatory requirements.
  • Translate regulatory requirements into practical documentation standards, governance processes, and operational controls that support compliance within SOCC.
  • Identify and escalate documentation deficiencies, control weaknesses, and compliance risks, while supporting corrective actions and continuous improvement initiatives.
  • Perform other duties and responsibilities as assigned.
