Northrop Grumman’s Mission System (NGMS) Sector is seeking a Manager, Programs Level 3 to support the Advanced Tactical Programs Operating Unit (OU) onsite in Baltimore, MD. This manager will lead a cross-functional organization to execute the Phase 6 Engineering, Manufacturing, and Development Program (EMD).

Requirements

  • Bachelor’s degree with 8 years of related professional/military experience, including experience in project/program management; or master degree with 6 years of related professional/military experience, including experience in project/program management.
  • Demonstrated experience leading technical programs or projects through Engineering and Manufacturing Development (EMD) and/or other development lifecycle phases, with responsibility for cost, schedule, technical performers, and program deliverables.
  • Demonstrated experience managing a leading, both hardware and software development, integration, test, qualification, and/or fielding activities.
  • Demonstrated experience executing hard development and qualification activities, including one or more of the following: EMI/EMC, power, vibration, thermal, environmental, or related qualification testing.
  • Demonstrate experience lead and cross-functional technical teams, including engineering and other functional organizations in the execution of complex program requirements.
  • Demonstrated experience managing customer relationships in a complex program environment, including communicating program status, resolving issues, managing expectations, and presenting risk and recommend recommendations to customer and program leadership.
  • Experience managing or supporting DoD cost plus and or fixed-price contracts.
  • Demonstrated experience applying Earned Value Management (EVM) principles and/or tools to manage program cost, and schedule performance.
  • Demonstrated experience working within a Special Access Program (SAP) environment and following applicable SAP processes and procedure procedures.
  • Demonstrated experience supporting programs involving anti-tamper requirements and all tech technologies.
  • U.S. citizenship required.
  • A current/activity, U.S. government Secret clearance required to be considered and the ability to obtain and maintain required Special Access Program (SAP).

Nice To Haves

  • Bachelor’s a message degree in a STEM discipline such as engineering, computer, science, mathematics physics, or related technical field.
  • Experience supporting your leading radar or advanced radar development programs.
  • Experience leading a development program on a prime U.S. Government/DoD contract, including hardware and or software development, integration, test, qualification, and delivery.
  • Experience executing Functional Configuration Audits (FCA) and/or Physical Configuration Audits (PCA).
  • Experienced managing subcontractors and/or major suppliers and supportive program execution.
  • Current/active Top Secret clearance and/or Special Access Program (SAP) access/clearance.
  • Project Management Professional (PMP) certification or equivalent.
  • Knowledge of Northrop Grumman internal processes, procedures, and organizational structure.

Responsibilities

  • Directs and owns all phases of programs from inception through completion, executing assigned programs in coordination with project engineers, operations, contracts, and financial personnel in project execution
  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs, including periodic estimates at completion (EACs)
  • Acts as primary customer contact for program activities, leading program reviews with customer to discuss cost, schedule, and technical performance
  • Develop and adhere to the Integrated Master Schedules (IMS)
  • Develop and adhere to budget baselines utilizing Earned Value Management (EVM)
  • Effectively communicate progress to customers, senior leadership and companywide audiences
  • Participates in the negotiation of contracts and contract change management
  • Establishes program milestones and monitors adherence to master plans and schedules
  • Identifies program problems and determines solutions, including the creation and execution of return-to-green (RTG) plans
  • Establishes and manages program risks and opportunities, including identification, mitigation and realization
  • Coordinates the preparation of proposals, capture plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
  • Coordinates staffing resource and facility needs with functional areas for programs within their program portfolio
  • Provide for an open and collaborative relationship with customers, subcontractors, business unit leadership, and within related division and sector interests
  • Works closely with leadership to ensure full compliance with Division, Corporate, and Government policies
  • Operates in Special Access Program environments while adhering to all security plans and procedures
