About The Position

Northrop Grumman's Defense Systems sector is looking for Manager Programs 1 to support the Propulsion Systems & Controls (PS&C) operating unit (OU). The position will be located in Elkton, MD. Level 1 program managers will be expected to manage programs and/or segments of a program in the Propulsion Systems and Controls (PS&C) Business Unit (BU). Duties include ensuring delivery of all contractual requirements on cost and on schedule, achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland began solid-propellant rocket operations in 1948. Today, the Elkton PS&C facility designs, develops, and produces solid-propellant propulsion and ordnance systems in programs professionally managed for a wide variety of Government and commercial customers. The facility also serves as the hub for offsite engineering and test facilities in Ronkonkoma, NY and Palm Beach Gardens, FL.

Requirements

  • Bachelor’s Degree and 5 years, or Master’s and 3 years’ experience supporting U.S. Government contracts and customers and/or project management in other related industries
  • 5 or more years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project, systems, modeling or avionics engineer, integrated program team lead, finance or business manager, operations or material program manager or cost account manager
  • 5 or more years of demonstrated success leading teams/and or organizations to achieve a common goal
  • Must be a US citizen and able to obtain a DoD Secret security clearance
  • Candidates hired into this role will be required to complete and submit an Employee Possessor Questionnaire to ATF for approval to be a possessor.

Nice To Haves

  • Technical background and/or experience in development of propulsion systems
  • Technical background and/or experience in control system technologies such as actuation systems, mechatronics, software and configurable logic, control algorithms and modeling, and systems integration and testing
  • Technical background and/or experience in advanced manufacturing in the areas of composites, additive manufacturing, and solid propellant
  • Experience managing people preferred
  • Experience supporting programs in all phases of the program life cycle including initiation, development, qualification, production, maintenance and/or closeout
  • Experience with Earned Value Management systems
  • PMP certification
  • Active Secret Clearance

Responsibilities

  • Supports program manager(s) in all aspects of daily customer and cross-functional coordination and program support including proposals, planning, and execution. Able to take on independent tasks as deputy program manager.
  • Plans and assesses cost, schedule, technical performance, and quality on development and/or production-type programs. Opportunity to gain full P&L responsibility for all aspects of a small to mid-size program.
  • Ensures that projects are completed on schedule and within budget while managing risks and opportunities.
  • Coordinates with cross-functional teams internally and externally to drive delivery objectives and to resolve technical, quality, and operational challenges.
  • Supports/ leads proposal requests and ensures proposals are submitted on-time and align to overall business strategy.
  • Supports program manager(s) with gathering/ preparing information in support of customer status updates and formal program/ business reviews. Clearly communicates program status to various levels of internal leadership and external customer representatives.
  • Aligns activities with the Northrop Grumman Program Excellence processes and procedures, including internal program review monthly metric tracking and action plans.
