About The Position

The Manager Program Finance is the principal point of contact for all financial matters related to programs. This role leads individuals within their area of responsibility, ensuring accurate job performance and timely distribution of required reports to management. The Manager develops collaborative solutions for financial issues with Program Directors and other Executives, manages customer relationships with Program Finance POCs, and supports Program Executives, Directors, and Project Managers in finance-related meetings and executive briefs. This position serves as a liaison between the Program Office, support departments, and Finance, providing expertise and guidance for all program financial questions. The Manager designs and provides monthly analysis and various analytical data concerning program revenue and cost impacts, including variance analysis explanations. They create cost efficiency strategies to help programs meet financial goals, communicate program risks, opportunities, and concerns to the Program Executive, and generate Monthly Progress Summaries with analysis for executive review and submittal. The role works with program offices to ensure forecast models reflect planned activities and milestones, provides this forecast data to Financial Analysis for consolidated reporting, and assists the Financial Analysis department in modeling "what-if" scenarios. Additionally, the Manager recommends and supports comprehensive Estimate at Completion (EAC) reviews, channels Program Management EACs accurately to Financial Analysis, and provides key information for Baseline setting or initial EACs. They support ongoing audits and compliance requirements, coordinate with major Subcontractors on financial concerns, and develop, review, and document policies and procedures related to their area of responsibility, ensuring compliance with regulations and Company policies. The Manager also supports the Estimating Business System initiative in response to RFP or RFQ requirements to ensure compliance with DFARs Cost Estimating System Requirements.

Requirements

  • Requires at least a Bachelor’s in accounting, Business, Engineering or a related field
  • 5+ years of in-depth experience covering manufacturing, government contracting, and/or construction
  • At least 2 years of supervisor experience
  • Government contracting experience required
  • Proven ability to analyze data and cost, including labor, materials and overhead in relationship to budgets and then effectively communicate the analysis to CAMs, management, directors, executive levels and government representatives as required
  • Demonstrated experience analyzing financial results, preparing results for presentation and then presenting the results to executive levels of management and/or government representatives required
  • Proficient in working with an Enterprise Resource Planning system
  • Advanced knowledge of Excel, Access, Word and PowerPoint
  • Expanded knowledge of contract types
  • Decisive and action oriented. Capable of making a decision and executing it.
  • Strong written and verbal communication skills
  • Ability to obtain and maintain a DoD clearance may be required if deemed necessary in the scope of your position responsibilities.
  • Candidates must meet the following employment eligibility guidelines to be considered for employment with Austal USA: 18 years of age or older at time of application
  • Able to provide proof of US Person Status
  • No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date
  • No felony convictions of Drug crimes within three years from disposition date

Responsibilities

  • Principle point of contact for all financial matters for Program Financial matters

  • Designs and provides monthly analysis and a wide variety of analytical data involving the program revenue and cost impacts, including variance analysis explanations
  • Creates cost efficiency strategies to enable respective Programs to meet or exceed Company financial goals
  • Communicates professional risks, opportunities, and potential concerns about the program to the respective Program Executive
  • Generates Monthly Progress Summaries w/ analysis and provides to respective Executive for review and submittal to President
  • Works with respective program offices to ensure forecast model reflects planned activities and milestones based on programmatic data.
  • Provides this forecast data to Financial Analysis for reporting on a consolidated basis.
  • Assists Financial Analysis department in modeling “what-if” scenarios
  • Recommends and supports comprehensive Estimate at Completion (EAC) reviews
  • Channels Program Management EACs accurately to the Financial Analysis
  • Provides key information to support Baseline setting or initial EACs based on historical and program knowledge
  • Supports ongoing audits and compliance requirements for assigned programs
  • Coordinates with major Subcontractors with regards to financial concerns and reporting
  • Develops, critically reviews, and documents policies and procedures related to area of responsibility and ensures implementation of these policies and procedures, while ensuring compliance with applicable regulations
  • Maintains compliance with Company policies and procedures
  • Support the Estimating Business System initiative in response to RFP or RFQ requirements to ensure management reviews and financial data are in accordance with DFARs Cost Estimating System Requirements.
