About The Position

The Alberta Public Service works to build a stronger province for current and future generations. Technology and Innovation is responsible for making innovation and technology the driving force behind Alberta’s economic growth and diversification. The Digital Design and Delivery (DDD) Division is the Government of Alberta’s centre of digital delivery. The division partners with ministries to design simpler, faster, and better services; build confidence and capability in modern digital practice; and ensure service quality and value through clear standards and controls. The Product Branch within DDD is accountable for partnering with ministry programs to frame problems and deliver evidence-based solutions through the design and delivery of technology and services.

Requirements

  • A university degree in a related field (e.g., Design, Product Management, Public Administration, Computer Science, Commerce, or Communications), supplemented by four (4) years of progressively responsible, related experience.
  • Experience managing and supervising teams, including staff and contracted practitioners in a matrixed environment.
  • Experience with Agile product management, human-centred design, and modern development and delivery practices.
  • Experience developing and maintaining working relationships with multiple ministry partners and stakeholders, including negotiating agreements and resolving conflicts.
  • Experience providing practice leadership, coaching, and mentorship to product teams and product owners.
  • Knowledge of management systems and processes, including human resources, performance management, and budgeting.

Responsibilities

  • Lead cross-functional Product Teams in the delivery of government’s highest-priority products, creating the conditions for success, removing barriers to delivery, and keeping teams focused on the priorities that drive value for citizens, ministry programs, and DDD.
  • Train, coach, and mentor ministry Product Owners and digital practitioners — acting as co-product owner through to first release and supporting change management with ministry partners.
  • Manage staff and contracted practitioners in a matrixed environment, including human resources processes, performance management, coaching, conflict resolution, and reporting on progress, status, and burn rates.
  • Provide strategic planning support to ministry partners — facilitating prioritization sessions, developing product roadmaps and decision-support materials, and engaging leadership to align product priorities with ministry business plans.
  • Provide insight, advice, and recommendations to the Director, branch leaders, and client ministries, weighing risks and opportunities to identify effective solutions and support decision-making up to the Minister level.
  • Champion the cultural shift to agile, user-centred delivery — influencing and partnering with client ministries, challenging product requests where needed, and promoting iterative delivery of a minimum viable product.
  • Serve as Acting Director when needed and participate in DDD strategic and operational activities, including government-wide engagement sessions.
