About The Position

The Manager of Power Projects coordinates the development of requests for proposals (RFP) for generation and transmission, directs the evaluations of proposals and prepares recommendations to senior management and the Long Island Power Authority (LIPA) for selection. The Manager is responsible for overseeing LIPA’s involvement in developing major generation, transmission and interconnection projects owned by or under contract to LIPA. The Manager also provides technical advice and guidance in the procurement of new power generation and transmission resources and the development of power purchase agreements, easement agreements, interconnection agreements, operating instructions and commissioning and testing procedures. The Manager also provides support to LIPA’s Customer Services and Communication Departments to help address customer or media concerns about generation facilities under contract to LIPA. The Manager is mainly a Subject matter Expert (SME) with oversight of RFP contractors and consultants supporting Resource Procurement & Project Oversight.

Requirements

  • Bachelor’s degree in electrical, mechanical, industrial or other related engineering discipline
  • Minimum of 7 years utility industry experience, working for an electric investor-owned or public utility company or as a consultant to a utility.
  • Project management and contract management experience.
  • Field experience in understanding electric system infrastructure development, including transmission and distributions systems, operations, and engineering, and electric generation and demand response technologies.
  • Strong organization skills, attention to detail plus leadership skills and effective verbal and written communication skills needed.

Responsibilities

  • Responsible for overseeing LIPA’s involvement in developing major generation, transmission and interconnection projects owned by or under contract to LIPA. Coordinates the development of RFPs for generation and transmission, directs the evaluations of proposals and prepares recommendations to senior management and LIPA for selection. The projects include renewable resources, such as Offshore Wind, Solar, Fuel Cells, Energy Storage and Smart Grid REV, as well as conventional generation.
  • Responsible for ensuring ongoing continuous improvement with application of complex LSS tools and comprehensive Stakeholder communication and Stakeholder Management plan. The stakeholders involve developers, regulatory, state and local agencies, PSC, elected officials as well as LIPA and PSEG internal departments. Specialized skill set and extensive experience of several T&D, Power System Management, Generation processes as well as in depth knowledge of regulatory and policy aspect is required to perform this function.
  • Provides technical advice and guidance in the procurement of new power generation and transmission resources and the development of power purchase, easement and interconnection agreements, operating instructions and commissioning and testing procedures.
  • Acts as a Subject Matter Expert with oversight of RFP contractors as required. Requires thorough understanding of the costs and complex technical details associated with both renewable and conventional generation technologies, various interconnection schemes for those technologies and how those costs affect the rate impacts to LIPA’s customers.
  • Serves as the lead technical point of contact for Power Purchase Agreement (PPA) review by the NYS Attorney General and the Office of the NYS Comptroller. Knowledge of the RFP process for LIPA, diligent documentation of the procurement process to ensure approval of the PPAs as well understanding of legal perspective associated with the procurements, commercial contracts and key decisions such as selection or rejection of awards, Force Majeure request evaluations, determining performance, price negotiations, cancellation or modification of contracts.
  • Development of strategy for New York State CLCPA implementation, Clean Energy Standard compliance and implementation as well as execution of the projects to comply with FERC, NERC, NYISO and New York State policy and regulatory mandates. Requires interface with PSC, NYSERDA, town and county officials to address technical as well as public relations concerns associated with the projects.
  • Negotiation of REC purchase contracts with NYSERDA including RECs, ORECs and other specialized instruments. This requires a combination of highly specialized skillset combining understanding of legal aspects, technical understanding of contracts and understanding of detailed financial implications of the contract.
  • Facilitation of the Generation Deactivation Working Group and the subsequent development of RFIs and RFPs. This responsibility requires the attainment of cooperation from several key Managers and Directors to solve complex generation, and relatedly transmission issues, throughout the LIPA system.
  • Provides end to end oversight for project development to contracted resource projects. This is a highly technical as well as involved project management function and requires through understanding of political and community issues, permitting processes, regulatory developments and requirements, core project management and coordination skills with internal as well as external stakeholders.
