Requirements

  • A minimum of a four-year diploma/degree focused in Accounting, Business Administration, or Commerce.
  • Chartered Professional Accountant (CPA) Designation is required.
  • A minimum of seven (7) years of progressive managerial experience in a similar role, preferably within a post-secondary education or public sector environment.
  • Demonstrated experience leading and coordinating the preparation and execution of interim and year-end audits.
  • Proven ability to think strategically and work collaboratively as part of a team, with a strong commitment to client service excellence.
  • Extensive experience in the preparation and analysis of financial reports for senior management.
  • Experience leading or supporting financial system upgrades, enhancements, and implementations.
  • Strong knowledge of current accounting principles and standards applicable to the college sector.
  • Demonstrated experience in monthly financial reporting, including general ledger maintenance, optimization, and system enhancements.
  • Strong understanding of financial analytics, planning, and forecasting techniques, as well as related business processes.
  • In-depth knowledge of applicable accounting standards and regulations, including the Chartered Professional Accountants (CPA) Canada Handbook, Canadian GAAP for not-for-profit organizations, capital asset accounting, and Ministry of Colleges, Universities, Research Excellence and Security (MCURES) financial reporting requirements.
  • Well-developed analytical, organizational, and time management skills, with the ability to manage multiple and competing priorities in a high-volume environment.
  • Strong interpersonal and communication skills, with the ability to clearly explain financial concepts, policies, and procedures to non-financial stakeholders (e.g., Executive Deans, Directors, and Managers).
  • Advanced expertise in Microsoft Excel, financial systems, and other reporting tools, including experience leading system implementations, upgrades, and integrations.
  • Demonstrated leadership skills, including team development and the provision of guidance or indirect supervision to financial and analytical unionized staff.

Responsibilities

  • Leads the development, consolidation, and implementation of the College’s annual operating and capital budgets and ongoing forecast process.
  • Directs budget preparation across departments, including training and guidance to budget holders.
  • Reviews and analyzes submissions to ensure alignment with institutional priorities and supporting assumptions.
  • Consolidates divisional budgets into a comprehensive College budget for Executive Director, Financial Operations and VP, Corporate Services & CFO.
  • Monitors financial performance against budget, identifies variances, and ensures appropriate corrective actions.
  • Provides ongoing financial advice and support to departments on budgeting, forecasting, and analyzing their financial reporting.
  • Develops and supports financial evaluation of new and existing programs through program costing reporting.
  • Provides leadership and oversight for internal and external financial reporting requirements.
  • Prepares and analyzes monthly and annual financial reports for senior finance leadership.
  • Coordinates the preparation of financial statements and supports interim and year-end audit processes.
  • Oversees statutory and regulatory reporting to government agencies (e.g., MCURES, CRA, Ministry reporting).
  • Reviewing financial reports prepared by staff prior to final approval by senior finance before submission.
  • Ensures integrity, accuracy, and compliance of financial information, systems, and processes.
  • Approves journal entries, reconciliations, and financial transactions to ensure accuracy and adherence to policies and GAAP.
  • Monitors effectiveness of financial controls, policies, and procedures and recommends improvements.
  • Provides financial analysis, interpretation, and technical expertise to support decision-making.
  • Supports capital and operating reporting, including analysis and resolution of variances.
  • Evaluates financial implications of initiatives and contributes to overall financial sustainability
  • Provides leadership, direction, and development for the Planning and Reporting team.
  • Sets priorities, establishes timelines, and monitors team performance against objectives.
  • Recruits, hires, and conducts performance evaluations.
  • Provides coaching, mentoring, and professional development opportunities.
  • Leads and supports enhancements to financial systems and processes.
  • Acts as a key resource for financial system maintenance, upgrades, and implementations (e.g., Banner, FAST).
  • Develops training materials and provides user support for financial systems.
  • Participates in cross-functional initiatives to improve reporting tools and system capabilities.
  • Drives continuous improvement in financial processes and data quality.
