Reporting to the Executive Director of Corporate Services, the Manager, People and Culture provides strategic leadership and expert advice to County management and employees in human resources, learning and organizational development, and health and safety. This role aims to enhance County operations and the employee experience. The Manager is instrumental in implementing the Human Resources mandate, People Strategy, and associated action plan, while also supporting County management's accountability for human resource management under health and safety and employment legislation, as well as County policies. This position requires a blend of visionary leadership and operational management strength. The Manager leads the People and Culture team and County management through change processes, including cultural shifts, process re-engineering, talent development, and technology adoption. This requires an experienced and versatile professional who is both strategic and operational, with a strong talent management philosophy and expertise in navigating complex employee and labor relations. The Manager represents the department and Rocky View County (RVC) with various stakeholder groups, necessitating the ability to build and maintain trusting relationships across all levels and interests. The ideal candidate is highly collaborative and consultative, remains calm under pressure, and possesses strong facilitation, mediation, and negotiation skills.
