About The Position

This is an exciting opportunity to join the People & Culture team at the Office of the Children’s Guardian (OCG). The OCG upholds NSW children and young people’s right to be safe by overseeing, regulating and monitoring organisations and individuals that provide services to children. The Manager, People and Culture leads the delivery of strategic and operational people and culture services, including workforce planning, talent management, organisational development, employee relations, and change initiatives. The role drives the implementation of people strategy, strengthening leadership capability, workforce outcomes, and organisational performance. We are seeking a motivated and resilient person to lead, coach and manage a team to deliver consistent, high-quality people advice and services across the organisation, manage the development, implementation and continuous improvement of people and culture strategies, policies and frameworks, ensuring alignment with NSW Government workforce policies and contemporary HR practice, and manage and oversee the delivery of core HR services including workforce planning, performance management, employee relations, industrial relations, equity and diversity, recruitment, onboarding, learning and development, and work health and safety.

Requirements

  • Demonstrated experience in interpreting and applying employment legislation, industrial instruments and NSW public sector HR frameworks, including awards and conditions of employment, and the ability to provide clear, practical advice to managers and staff.
  • Strong analytical and problem-solving skills, including the ability to use HR systems and workforce data to inform decision-making, reporting and continuous improvement in P&C services.
  • Proven experience managing sensitive employment matters (such as performance, conduct, grievance and wellbeing issues) with a high level of professionalism, judgement and discretion.
  • Tertiary qualifications in Human Resources or a relevant discipline, or relevant equivalent experience providing high-level operational and strategic P&C advice and support.
  • Employment at the Office of the Children’s Guardian is subject to the satisfactory completion of security and related vetting checks.
  • All roles associated with the Office of the Children's Guardian are required to have a current Working with Children Check.
