About The Position

BC Assessment is currently looking for a permanent Manager, Pay and Benefits to join our Finance Division in our Victoria office. This role requires a leader who possesses strong analytical and problem-solving skills and who has extensive knowledge of Canadian payroll administration and practices. You must work well under pressure and manage competing priorities, many of which have tight deadlines. You are technically strong in MS Office and if you have experience in Workday, that would be an asset. You are a systems user, advocate, and naturally want to improve processes which create efficiencies. Additionally, you possess excellent communication skills and can translate technical information into easy-to-understand instructions and in so doing, offer superior customer service.

Requirements

  • Extensive knowledge of Canadian payroll administration and practices.

  • Technically strong in MS Office.
  • Systems user, advocate, and desire to improve processes for efficiency.
  • Excellent communication skills, able to translate technical information into easy-to-understand instructions.
  • Degree in business administration, accounting or human resources.
  • Certification as a Payroll Compliance Practitioner (PCP).
  • Certification as a Certified Payroll Manager (CPM).
  • Five to seven years of progressive payroll, supervisory and accounting experience.
  • Experience working in a unionized environment.
  • Demonstrated experience with computerized payroll systems in a mid- to large-sized organization.
  • Experience analyzing and implementing business process improvements.
  • Experience interpreting and implementing collective agreement requirements into payroll processes.
  • Demonstrated advanced knowledge of Excel including the ability to work with large amounts of data and complex files.
  • Demonstrated experience developing, evaluating and implementing a variety of payroll, benefit and system operations.
  • An equivalent combination of education and experience may be considered.

Responsibilities

  • Ensuring the timely and accurate administration of payroll and benefits for the organization, maintaining compliance with statutory and collective agreement requirements, and supporting critical business operations.
  • Provides considerable payroll expertise and guidance on relevant policies, practices, procedures and complex or unusual payroll issues.
  • Oversees the provision of payroll and benefits operations, communication and advice, including leading the team that supports this critical organizational function.
  • Develops, implements, and evaluates payroll policies and procedures in accordance with BC Assessment’s financial policies and procedures.
  • Ensures compliance with CRA, Service Canada and other legislative requirements.
  • Performs consistent audits of payroll processes to ensure data integrity and maintenance of adequate controls.
  • Manages the administration of pension requirements according to the Pension Act and Plan rules.
  • Manages the preparation, reconciliation and submission of statutory reporting such as T4 slips and Public Service Pension reports.
  • Researches and analyzes a wide range of payroll and benefits issues and prepares reports and statistical materials.
  • Critically reviews and analyzes current payroll and benefit processes to recommend and implement changes leading to best practice operations.
  • Develops office procedures and systems user guides and ensures all process documentation is current and accurate.
  • Maintains a clear understanding of payroll process and entries and the impact on associated finance functions.
  • Manages the payroll HRIS system.
  • Leads, manages, and engages the work of employees, including hiring, coaching, development, and performance management.
