About The Position

The Manager of Parent, Family and Community Engagement (PFCE) is responsible for supporting the Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA), family engagement, family development, and community partnerships components of Head Start and Early Head Start programs. This role involves overseeing staff in ERSEA, collaborating to maintain full enrollment, and developing and overseeing family service systems. The manager will create opportunities for families to identify their strengths, needs, and interests, and may oversee the Home-Based program option and supervise Home Visitors. The position ensures families have opportunities to build knowledge and skills to find their own solutions, develops a parent and community volunteer program, and builds relationships with community partners for referrals. The role emphasizes deepening understanding of parent, family, and community engagement and implementing this knowledge through high-quality collaborations that promote family sustainability. Additionally, the manager serves as the Corporate Secretary of the Head Start Policy Council, assisting the Program Director with meeting logistics. As a representative of Save the Children, the role requires ensuring the safety and security of children and families and upholding agency values. There is a strong emphasis on child abuse prevention and safeguarding.

Requirements

  • Bachelor’s degree in early childhood development, social work, adult learning, or a related family/human services field.
  • At least 3 years of relevant experience.
  • Extensive Travel [40% in-state].
  • Proven experience in a position relating to the provision and management of family services for young children and their families.
  • Supervisory experience.
  • Professional proficiency in MS Office suite.
  • Professional proficiency in spoken and written English.
  • Demonstrated interpersonal communication and organizational skills.
  • Ability to work collaboratively with other staff and community partners.
  • Demonstrated ability to communicate and collaborate with individuals and teams at all levels.

  • Clear criminal records check (including child abuse registry check if required by state regulations) and pass all state and local health requirements post job offer and prior to employment.
  • To drive agency vehicles (if applicable), must have a valid driver’s license and be insurable by the Save the Children Head Start insurance carrier and have a Motor Vehicle Record acceptable to Save the Children Head Start.
  • Clear pre-employment background check requirements, including local, state, and national criminal records check, sex offender registries, employment, and education verifications (including child abuse registry check if required by state regulations) and pass all state and local health requirements required post job offer and prior to employment.
  • The incumbent should maintain a valid driver’s license and remain in compliance with any Save the Children policies pertaining to the safe operation of motor vehicles.

Responsibilities

  • Ensure complete and accurate collection, entry, reporting, and maintenance of data related to family development services.
  • Direct supervision of Family Service Coordinators (FSCs) if in a supervisory position, or provision of technical support to FSCs and their supervisors if in a non-supervisory role.
  • Ensure family services staff possess the required credentials.
  • Responsible for the collection, entry, reporting, and maintenance of ERSEA records, including Child and Adult Care Food Program (CACFP).
  • In coordination with the Manager of Education & Inclusion, ensure vacancies are filled within 30 days, eligibility is properly determined, enrollment includes 10% children with special needs, recruitment is active/ongoing, and funded enrollment is achieved and maintained.
  • Track daily attendance data and staff's timely follow-up with families on tardiness and absenteeism.
  • Visit classrooms regularly to conduct observations, support teaching staff in promoting parent engagement, provide training and technical assistance, and coach teachers.
  • Routinely accompany home visitors on home visits to ensure quality services for families in the Home-Based program.
  • Prepare and distribute monthly reports (e.g., attendance, enrollment).
  • Ensure electronic data collected can be reported accurately to grant officers.
  • Provide training and technical assistance and build capacity by working directly with staff, parents, and community partners.
  • Track that all parents have been offered the opportunity to establish a Family Partnership Agreement and track strengths, needs, goals, referrals, individual contacts, home visits, and follow-ups.
  • Provide or arrange for training and technical assistance to staff and parents based on the Family Outcomes Assessment, including topics like advocacy, family literacy, sustainability, child development, health, and parenting skills.
  • Support staff in developing parent training opportunities and track/maintain documentation of parent meetings and training.
  • Ensure the PFCE Framework is a systematic component of programming, services, and management systems.
  • Assist in monitoring and reporting of services to ensure high-quality support, positive child outcomes, and achievement of school readiness goals.
  • Attend case coordination meetings with other staff to integrate services.
  • Design, implement, and monitor the volunteer program, including recruitment and training of parent and community volunteers.
  • Collaborate to train on and distribute the Volunteer Handbook.
  • Ensure all regular volunteers have completed appropriate paperwork and that records are maintained.
  • Serve as Secretary of the Policy Council as needed.
  • Assist in arranging Policy Council meetings, preparing and posting agendas, reserving facilities, and arranging food.
  • Perform other duties as assigned by the Program Director.
