The Manager of Service Planning aids the director in planning, coordination, and implementation of transit services and programs; monitors regional planning activities within the HRT member jurisdictions; works closely with City staff members to establish HRT as an integral part of urban development and land use decisions; coordinates development of transit services that benefit the cities and the entire region. Supports the effort of others in coordinating with local governments the long-term service development for all transit modes. Plans and coordinates work programs of the Service Planning division; establishes and monitors controls to evaluate section performance; takes appropriate actions to correct performance and adjust programs to meet established requirements. Supervise the work of the professional planners, Service Quality Specialist, Transit Graphic Technician and Bus Stop Coordinator by directing and monitoring work assignments, conducting performance reviews, mentors their professional development and completing necessary administrative duties including employee work schedules and leave. Develops performance reviews for planning staff. Develop and implement standard operating procedures for the Service Planning department Develops and monitors the analysis of passenger ridership and other statistics to help support recommended service adjustments and efficient operations. Evaluates the performance of transit service and the demand for public transit on an on-going basis. Oversee and evaluate service implementation Responsible for managing the agency’s 10-year Strategic Plan as required by state law. Project Manager for Service implementation and Board Changes. Coordinate related service implementation activities with Scheduling, Operations, Customer Services, and Communications, and appropriate external parties. Ensure compliance with all applicable federal regulations, local, state, and regional transportation policies impacting HRT. Assist the Director in preparing the agency annual Transportation Service Plan (TSP). Participate in the service planning activities for transit facilities including fixed guideway stations, operations/maintenance facilities, transit centers, docking and transfer facilities, and others. Assist in the development and tracking of measures of performance for existing transit services and provide analysis and forecast methods of performance for planned improvements and adjustments. Supervise and evaluate professional, technical, and administrative staff and specific functions performed by consultants. Propose, direct, investigate new service proposals and existing service adjustments. Develops and evaluates service performance and quality assurance programs. Ensure HRT compliance with all applicable policies, rules, regulations, and laws; stay abreast of legal, regulatory and policy development affecting areas of responsibility. Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.

Requirements

  • Comprehensive knowledge of the principles and practices of multi-modal transportation planning, transportation planning, and transit planning.
  • Knowledge of the regulatory requirements and practices of federal, state, and local governments with regard to transit planning and funding.
  • Knowledge of land use planning as it relates to transit.
  • Knowledge of current state of the art in public participation for transit planning.
  • Skilled in management, including matrix management (with other groups in HRT).
  • Team player and proponent of collaborative work.
  • Ability to work with consultants who will be integral team members, and through which much of the regional transit system development and corridor level planning will be performed.
  • Ability to plan, organize and direct the work of staff and consultant resources.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to train, supervise and evaluate the work of subordinates.
  • Ability to interact effectively with employees, managers, officials, and the public, and to resolve problems.
  • Ability to prepare, justify and administer budgets.
  • Must possess a thorough understanding of public relations and customer service.
  • Must possess the ability to establish and maintain effective working relationships with diverse populations including city officials and staff, private sector representatives, and the general public.
  • Possess the capacity to learn HASTUS, the agency’s computerized Scheduling program.
  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
  • Basic problem-solving skills associated with software applications used is expected.
  • Software usage relevant to job duties will be evaluated.
  • Software applications: Microsoft Office Suite
  • Possess a valid Driver's License.
  • Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
  • This position is classified as non-essential personnel.
  • Bachelor’s degree from an accredited college or university in transportation or urban planning, land use planning, transportation planning, transportation/civil engineering, public administration, or comparable field. (Appropriate experience may be substituted for the above areas).

Nice To Haves

  • Experience in public transit agency is highly preferred.
  • Five years of experience in transit planning, preferred.
