About The Position

The Manager, Recruitment oversees and coordinates talent acquisition and staffing activities for all areas of The People Concern, including direct service, clinical and administrative departments with open positions across multiple sites and a wide variety of roles. This role is responsible for developing and maintaining effective recruitment strategies through uniform application of the agency's policies and practices. This position reports to the Chief Human Resources Officer (CHRO) and leads the Recruiting team of 2-3 currently.

Requirements

  • Bachelor’s degree (in human resources preferred); high school degree required.
  • Minimum five years’ strategic recruitment experience required.
  • Strong knowledge and understanding of related state and federal laws and regulations required.
  • Experience with industry standard Applicant Tracking Systems required.
  • Strong customer service orientation required. Must possess a courteous and professional demeanor and exhibit good judgment when assisting/interacting with others.
  • Must be able to maintain confidentiality and appropriately handle sensitive information.
  • Strong attention to detail required to produce thorough, accurate and high-quality work.
  • Able to manage multiple tasks and responsibilities, and meet deadlines.
  • Excellent written and verbal communication skills required.
  • Must be proficient in MS Office (Word, Outlook, Excel a must; PowerPoint preferred).
  • Bilingual Spanish is a plus.
  • Self driven and self motivated to “get your hands dirty”.
  • Ability to travel to sites and travel to Arlington HQ consistently and on time.
  • Ability to meet in-person with team.

Responsibilities

  • Lead and oversee all full-cycle recruiting initiatives, including developing and managing recruitment strategies.
  • Partner with Hiring Managers to foster effective relationships, develop specific recruiting plans and service level agreements (SLAs), serve as a subject matter expert in recruitment matters, and ensure collaboration.
  • Act as the main point of contact for the Applicant Tracking System (ATS), facilitate training, ensure standardized screening activities, maintain data accuracy, and manage projects for ATS and form efficiency.
  • Maintain the job description bank with the CHRO, revise job descriptions and postings for accuracy and marketability, minimize new JDs, and ensure all guidelines are met.
  • Review and evaluate recruiting sources, establish new ones, develop professional relationships with sources, strategically source candidates, and constantly review recruitment avenues.
  • Work with hiring managers and the Recruitment team to screen and interview candidates, develop and maintain agency bank of pre-screening, interview and reference check questions, participate in interviews, oversee post-hire tasks, and personally handle key roles.
  • Train new managers, create new training, conduct NEO, PLA, PLO, and train others to be backup as needed. Attend agency manager’s meetings.
  • Manage and maintain recruitment records for Affirmative Action Plans (AAPs), job functions, contracts, funders, and other regulatory compliance.
  • Ensure compliance information is included in job descriptions and job advertisements.
  • Review hiring, promotion and compensation to ensure nondiscrimination and equal employment opportunity.
  • Lead, inspire and support the Recruiting team to achieve required staffing levels.
  • Supervise staff by assigning, planning, monitoring, and appraising job results; evaluating staff performance; coaching for success and developing staff.
  • Work to grow each individual and achieve the organization's mission.
  • Meet with the team at least once per week as a group, and 1:1 with each individual.
  • Utilize and manage recruiting software and other technology to generate strategic reporting and develop efficient workflows.
  • Research, compile and analyze hiring statistics and other recruiting Key Performance Indicators to optimize successful recruiting efforts.
  • Make recommendations to executive leadership based on recruiting data metrics to streamline and improve recruitment processes.
  • Run reports and explore areas proactively to help improve recruitment.
  • Work with CDEIO to ensure improvement in diversity recruitment.
  • Maintain thorough knowledge of current federal, state, and local regulations and requirements regarding benefits, Human Resources, wage and hour, and employment issues.
  • Stay on top of new recruiting and offer/background/TB laws to help ensure compliance.
  • Assist and advise all employees in following agency HR policies, procedures, and practices for consistency, fairness, and compliance with local, state, funder, and federal regulations and requirements.
