About The Position

The Department of Public Health at Tewksbury Hospital is accepting applications for a Manager of External Programs. Please note: This is a 37.5 hour per week position, working Monday-Friday, 7:00am-3:00pm.

Requirements

• At least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
• Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
• II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
• III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
• IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.

Nice To Haves

• Experience managing facilities operations, engineering systems, or infrastructure projects within a hospital, healthcare, or large institutional environment.
• Strong knowledge of Joint Commission standards, CMS regulations, Environment of Care requirements, and Life Safety compliance.
• Demonstrated experience overseeing capital projects, construction management, or large-scale facilities renovations in a regulated environment.
• Familiarity with DCAMM processes, public procurement laws, and state contracting requirements related to construction and facilities management.
• Experience supervising multidisciplinary teams, including engineering, maintenance, grounds, utilities, or facilities operations staff.
• Strong project management, organizational, and strategic planning skills with the ability to manage multiple priorities simultaneously.
• Experience developing and implementing operational policies, preventative maintenance programs, and quality improvement initiatives.
• Excellent interpersonal, communication, and collaboration skills with the ability to build productive relationships across agencies, vendors, contractors, and leadership teams.
• Proficiency with Microsoft Office applications and computerized maintenance management systems, including data tracking, reporting, and analysis tools.
• Professional licensure, certifications, or credentials related to construction management, facilities operations, engineering, HVAC, plumbing, electrical systems, or MCPPO designation preferred.

Responsibilities

• Oversee facilities operations, engineering functions, grounds services, water systems, and external program infrastructure to ensure safe, efficient, and compliant operations across the Tewksbury Hospital campus.
• Manage and monitor preventative maintenance programs, work order systems, records management, and operational processes to maintain regulatory compliance and operational effectiveness.
• Coordinate and supervise activities related to facility maintenance, utilities, sanitation, safety, energy conservation, and environmental compliance for hospital and external program buildings.
• Lead oversight of Joint Commission Environment of Care, Life Safety, and Emergency Preparedness standards to ensure compliance with healthcare accreditation and regulatory requirements.
• Serve as the operational lead for regulatory compliance activities, inspections, documentation management, and corrective action planning related to healthcare facility standards and codes.
• Collaborate with external vendors, program directors, contractors, architects, engineers, and state agencies to support facility improvements, infrastructure projects, and ongoing campus operations.
• Manage capital construction and facilities projects, including project tracking, bid and procurement compliance, contract oversight, and coordination with DCAMM and other regulatory entities.
• Develop and implement operational policies, procedures, quality improvement initiatives, and strategic planning efforts to enhance facility performance, safety, and service delivery.
• Supervise departmental staff and managers within engineering, grounds, water operations, and external program coordination functions, including performance management, scheduling, and operational oversight.
• Participate in cross-functional emergency planning initiatives and support campus-wide operational continuity efforts to ensure patient, staff, and visitor safety.
