About The Position

The City of Arvada is seeking an experienced and collaborative Manager of City Facilities to lead the maintenance, operations, security, and capital improvement of municipal facilities. This position oversees facility management programs, building systems, contractor services, and a skilled team dedicated to providing safe, efficient, and well-maintained public spaces that support City operations and serve the community.

Requirements

  • Solid knowledge of public works practices and procedures, planning, and administration.
  • Expert knowledge in principles and practices of facilities maintenance and architectural design, including building codes and the Americans with Disabilities Act.
  • Knowledge and experience in the development of facilities or campus planning documents.
  • Strong project manager skills for building and facilities capital improvement and capital maintenance projects.
  • Proficient at setting goals and directing a multi-disciplinary organization.
  • Solid experience in preparing and negotiating contractor and vendor contracts.
  • Ability to prioritize multiple and changing work requests while meeting the many needs of the customers / users.
  • Ability to exercise sound initiative and judgment as well as make decisions within the scope of assigned authority.
  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
  • Must be able to operate a motor vehicle.
  • A valid Colorado driver’s license and acceptable driving record is required.
  • Bachelors Degree (BA, BS, BBA)
  • Education Major Facilities Management, Business Administration, Architecture, Engineering or related field.
  • An equivalent combination of education and experience may be considered.
  • Five (5) years facility management and operations with experience in the general building trades including mechanical, electrical, structural repair and plumbing.
  • Three (3) years supervisory experience.
  • Must obtain and maintain a Criminal Justice Information Services (CJIS) Certification.
  • Must pass a criminal background check and a driving record check, if required by the position.

Responsibilities

  • Manages the facilities management section which is responsible for a comprehensive building maintenance and repair program, alteration of city owned facilities, and custodial contracts.
  • Manages the activities of trades workers within a section, including mechanical, electrical, life safety, plumbing or custodial work in support of efficient operations and maintenance of city facilities and diverse municipal buildings.
  • Supervises the preparation of project designs, bidding, and contract documents.
  • Maintains standards, policies, and other criteria necessary to ensure the efficient and responsive delivery of services to users of the City’s facilities.
  • Develops and manages preventative maintenance programs for facilities.
  • Researches, reviews, evaluates, and recommends and establishes security procedures for each facility, and is responsible for securing all City of Arvada facilities.
  • Manages a systematic preventative maintenance program that thrives to prevent equipment and systems failures, determines building work order priorities, forecasts, and plans facility improvements, and prepares emergency procedures.
  • Prepares specifications for custodial services and ensures work is monitored and inspected for conformance of contract terms.
  • Manages section operations in conformance with environmental laws and regulations regarding the storage and disposal of hazardous materials and associated permitting requirements.
  • Tracks and monitors maintenance trends. Identifies patterns and initiates corrective actions, utilizes benchmarking, and revises procedures to improve effectiveness and eliminate deficiencies.
  • Prepares and presents data to management team.
  • Provides guidance and control over the division’s day-to-day activities.
  • Supervises the preparation of preliminary budgets and reports on future capital improvement and capital maintenance projects for facilities.
  • Develops division budget, oversees expenditures from those funds.
  • Provides information relating to the budget requests of other departments.
  • Oversees day- to-day leadership activities, including effectively communicate vision and priorities, makes decisions and problem solves, delegates work, manages performance, hires, manage resources, develops others, and maintains a team culture to produce strong performance and positive employee and community member experiences.
  • Represents department on various City committees.
  • Performs other duties as assigned.
  • Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.
  • Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.
  • Coaches, counsels and supports staff to maximize efficiency and effectiveness.
  • Consistently educates and advises staff on organizational rules, regulations, policies and procedures.
  • Supports creative thinking and problem solving and encourages participatory decision making when appropriate.
  • Provides training and job enrichment opportunities and encourages professional growth and development.
