About The Position

The Manager of Behavioral Supports provides leadership, oversight, and clinical guidance to ensure the effective delivery of behavioral support services and person-centered planning. This position is responsible for managing departmental resources through data-driven decision-making, overseeing the complete support plan process, and applying sound risk management principles to ensure quality outcomes. Working with a high degree of autonomy, professionalism, and diplomacy, the Manager serves as a key communication link among Staff Support Coordinators, organizational leadership, and external stakeholders. The Manager acts as a clinical leader and mentor to Staff Support Coordinators, promotes the well-being and integrity of the organization, and serves as an advocate for the policies, procedures, and values of PDCS and SCFF. This role requires a commitment to fostering positive relationships and maintaining the highest standards of respect and professionalism when interacting with employees, supervisors, consumers, and funding and monitoring agencies.

Requirements

  • Master’s Degree in Human Services or related field
  • Five (5) years experience in working with developmentally disabled persons
  • Two (2) years experience working as a Staff Support Coordinator / Behavioral Support Specialist with PDCS or equivalent experience

Responsibilities

  • Conduct Quality Reviews and collaboration toward completion of all individuals Behavior Support Plans (BSP) for restrictive content and to measure compliance with Person Driven Clinical Solutions / Supportive Concepts for Families, Inc. policies and 55 Pa. Code Chapter 6400
  • Coordinate and review all Restrictive Procedure Plans to ensure licensing compliance, including targeted review dates
  • Develop systems and processes to ensure that all the Staff Support Specialists / Behavior Support Specialist the manager is directly supervising assume their job responsibilities and essential elements of their job
  • Provide regular supervision and mentoring to Staff Support Coordinators and complete Bi-weekly group supervision, collaboration and mentoring with all assigned SSCs
  • Identify trainings/resources necessary for Staff Support Coordinators to improve their clinical skills, provide training and ongoing mentoring to SSCs and teams as needed
  • Develop with each Staff Support Coordinator, a specific clinical skills improvement plan and Performance Improvement. Plan (PIP) as necessary in coordination with Director of Person Driven Services
  • Completing annual employee evaluations and making recommendations for merit increases and One Time wage Adjustments when the organization is fiscally able to do so
  • Complete disciplinary action when needed in coordination with Director of Person Driven Services and Executive Director and Human Resources, including documenting clearly any concerns and corrective actions taken and reviewing with employees
  • Completing necessary HR and other documentation as needed
  • Develop and implement in collaboration with residential organization overseeing the consumer, a procedure to ensure Behavior Support Plans (BSP) for all individual’s are located in their homes to include the following: Employees working with the individual’s must be aware of how they can access and reference the Behavior Support Plan (BSP) at any time; Upon completion of an update to the Behavior Support Plan (BSP), the previous plan document must remain in the home until it is replaced with the current Behavior Support Plan (BSP); Any/all employees, county employees, and/or inspection employees will have easy access to the Behavior Support Plan (BSP) within each Community Living Arrangement; Presence of the Restrictive Procedure Plan, signatures and Human Rights Team Minutes at the CLA and on file in Shared drive and Setworks for SCFFI
  • Work closely with any teams, organization or respective department at SCFFI (i.e. Nursing Dept, Program Dept. and Training) in order to identify treatment refusals as they occur, work to understand the consumers’ core needs during treatment refusals, and problem solve with the team in order to effectively provide positive supports in the hope to eliminate the need to develop a formal desensitization plan, and as needed, assist the SSC and Program Specialist to collaborate around the creation of a desensitization plan and/or addition of plan to address refusals in the plan and Rapid Reference Guide and detailed recommendations in progress notes. When a need does arise to collaborate/oversee the development of a formal desensitization plan, collaboratively work with the team to develop a plan that addresses the consumer’s individual core needs
  • Consult as needed with teams and SSCs when additional modeling or expertise may be helpful
  • Contribute to the revision and update all policies and procedures relating to support plans and functions of the organization
  • Utilize the system to track current Behavior Support Plans and Restrictive Procedure Plans implementation and review dates
  • Ensure that all tools (spreadsheets) needed to manage data and oversee the quality and effectiveness of the support plans are used by the Staff Support Specialists
  • Notify Associate Director of concerns/issues and elevate needs when a team or staff are struggling with a consumer
  • Oversees the effective management of hours provided to not exceed annual HCSIS authorization: Examine monthly the authorization tracking sheets to ensure that services are not provided in excess of authorization; Examine weekly the dashboard and utilization and address underutilization and goal hours as needed among supervised SSCs and individually as necessary; If insufficient authorized units are noted, work with AE’s to increase the authorization before providing service
  • Documentation: Ensures and oversees that all proper and accurate completion of required paperwork is submitted in a timely manner by every member of the Behavioral Supports department as required by State and Federal Regulations, SCFFI, PDCS and HIPAA
  • Attendance to scheduled meetings to include: Leadership and Management meetings, agency and committee meetings, consumer and family team meetings
  • Serve on the Human Rights Team
  • Complete evaluation / detailed assessment of individualized needs for individuals who have a Behavioral Support Plan (BSP), a Restrictive Procedure Plan (RPP), or who have a protocol pursuant to 55 Pa. Code 6400 163(b) to address social, emotional, and environmental needs
  • Ensure all individuals' Behavior Support Plans (BSP) are in compliance with Person Driven Clinical Solutions / Supportive Concepts for Families, Inc. policies and 55 Pa. Code Chapter 6400 at all times
  • Ensure that all support plans are Person Directed i.e., integrate Practice Based Evidence and reflect the core clinical needs of the individual
  • Assess each individual and their team support needs on an ongoing basis: Meet with individual teams to determine areas requiring intervention for initial development and ongoing changes; Collect, organize, review, and analyze data on challenging strategies; Communicates to the Support Coordinators and Program Coordinator the need for plan review
  • Review and revise plans as indicated above for each individual at annual ISP or whenever requested by the individual’s support team
  • Revise the plans in conjunction with each individual and each individual’s plan team, including the individual’s Supports Coordinator
  • Ensure that upon completion of an update to the Behavior Support Plan (BSP), the previous plan document remains in the home until it is replaced with the current and updated Behavior Support Plan (BSP)
  • Ensure the Behavior Support Plans (BSP) for all individuals are located in their homes; that any/all employees, county employees, and/or inspection employees have easy access to the Behavior Support Plan (BSP) within the home and that employees working with the individual are aware of how they can access and reference the Behavior Support Plan (BSP) at any time
  • Schedule and attend (as required) psychiatric, medical, and therapy appointments as needed for consumers: Provides necessary data and a brief summary of how the consumer has been since the last appointment; Ensure proper and accurate completion of forms
  • Train residential/ program staff on the consumer behavior support plan and the individual's preference for supports
  • Develop and mentor residential/ program staff on how to effectively connect, partner and support the consumers
  • Facilitate partnering meetings and debriefings for Direct Support Staff, Site Supervisors, Program Coordinators, and other Team Members as needed
  • Provide basic clinical training (Trauma, Dual Diagnosis or Autism) to all employees as needed
  • Identify training/ resources necessary for employees to provide/ improve the quality of care
  • Provide oversight of Restrictive Procedure and Behavior Support Plans at the CLA
  • Effectively manage hours provided to not exceed annual HCSIS authorization
  • Produce and maintain action plans and progress notes based on the needs of employees/consumer relationships
  • Timely submit proper, complete, and accurate required documentation/ paperwork as required by State and Federal Regulations, SCFFI, and HIPAA
  • Available by company cell phone at all times to assist with Behavioral Support questions and/or concerns
  • Attendance to all required meetings and trainings
