About The Position

The primary purpose of this position is to provide administrative oversight, leadership, and operational supervision to the LMH Public Safety Department. Under the direction of the Vice President of Public Safety (VPPS), this position will manage and maintain the building and access security alarms and systems. The incumbent will have responsibility for the efficient flow of information such as, incident reports, criminal intelligence, statistics, and special requests/projects, as well as direct report documentation to mitigate increased liability. The incumbent is also responsible for supervising and coordinating the Agency’s utilization of public safety and security personnel in the field under the direction and direct supervision of the VPPS. The position acts as the central communication liaison for public safety and security functions to ensure integrated operations at all LMH developments. The position is also responsible for overseeing security of facilities and providing safety training updates, documenting certifications, requirements, officer training needs, response, protocols, usage, and serves as the second line supervisor to field operations under the VPPS. All activities must support the Lucas Metropolitan Housing (“LMH”) mission, strategic goals, and objectives.

Requirements

High School Diploma or equivalent required.
Current Ohio Peace Officer certification or re-certified within one year required.
Minimum five (5) years of experience as a safety/security trainer or administrator and a minimum of five (5) years’ experience in a Law Enforcement community oriented position; i.e., Dare, Community Resource Officer, School Resource Officer.
Experience must include a thorough knowledge of current security equipment and safety systems associated with the protection of persons and property.
Must possess a valid Ohio or Michigan driver’s license and be insurable under the Agency’s plan as well as personal liability insurance.
Must be available on call as needed 24 hours and have mandated cell-phone availability for representing LMH in security matters before, during and after investigations.
Strong computer skills (e.g. MS Word, Excel, and Outlook).
Ability to learn other computer software programs as required by assigned tasks.

Nice To Haves

Bachelor’s degree in a related field preferred.
Professional certifications, safety-security and/or public relations training is desirable.

Responsibilities

Manages the work of Public Safety Field Operations Leads including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.
Manages the work of the Public Safety Mobile Patrol Officers (PMPO, AMPO, UMPO) staff including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.
Manages the work of the Unarmed Static Security Officer (USSO) staff including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.
Maintains security controls of the Agency’s building access to LMH properties and security alarm systems, to include the issuing, collection, and storage of all LMH keys, fobs, and security cards.
Makes recommendations to the VPPS on the efficient operation and general practices of the access security systems, equipment usage and upkeep.
Inspects reports, records and other data from various sources for accuracy, completeness and compliance with established standards.
Ensures an efficient, professional, cohesive, and integrated safety and security program and response on behalf of LMH.
Identifies hazards and reports back to the VPPS all situations, calls, or emergencies that may present a safety or security threat to LMH residents, staff and community.
Manages and ensures that staff are following standard operating report procedures for LMH building, projecting, site, and mobile patrol security and are providing accurate and timely reports and documentation, including required training to improve effectiveness and safety of staff, sites, and residents.
Acts as the designee for the VPPS when directed.
Oversees and coordinates in building Static Security, the Mobile Patrol vehicle fleet, vehicle repairs, service records, equipment issues, and documentation, in conjunction with the Purchasing Coordinator.
Supervises the records management and information flow of the Department to include criminal intelligence, correlate and implement stats, special attentions, all communications and requests for assistance (radio, computer, phone, written), officer safety and training bulletins, and special projects.
Maintains records of Officers’ training, certifications, all public safety and security personnel records and reports to include projecting, contractual, security officers (SSO’s).
Prepares reports and makes recommendations to the VPPS on improving procedures and decreasing liability involving documentation, training, and logging of safety or security incidents.
Interprets and applies the Agency’s and the Department’s policies and procedures, as well as applicable regulations.
Provides safety training updates as well as documenting officer training needs, requirements, certifications, response, and safety/security equipment protocols and usage.
Acts as a liaison between residents and staff on safety/security matters at the discretion of the VPPS.
Acts as a Community Resource Officer, working in conjunction with local Law Enforcement, Resident Services, Asset Management and public assistance programs.
Processes purchase requisitions and orders as needed and according to established guidelines; maintain adequate inventories of office supplies and equipment for Officers.
Meets all applicable Leadership and Basic Public Safety Communications training and standards that pertain to essential functions and maintains licenses and certifications as required.
Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions and maintains licenses and certifications as required.
Performs other duties as assigned.
