About The Position

COTA's Manager, Non-Revenue Fleet & Process Auditing leads a dedicated team overseeing non-revenue and mobility vehicle fleets. This role drives quality assurance, preventive maintenance, and audit programs while coordinating third-party vendors to ensure fleet reliability, compliance, and performance. Performs duties that advance COTA's Strategic Plan and reflect the organization's core values of safety, empowerment, accountability, teamwork, and service, and support the mission of Moving Every Life Forward.

Requirements

  • Requires a Bachelor's degree in Automotive Technology, Engineering, Business Administration, Logistics, or a related field.
  • A minimum of five (5) years' progressive experience in fleet management, vehicle maintenance, or a closely related field.
  • At least two (2) years of leadership experience, including supervision of staff, vendors, or operations.
  • An equivalent combination of education, training, and/or relevant industry experience will also be considered.

Responsibilities

  • Leads non-revenue fleet maintenance and repair operations, including prioritizing work, scheduling resources, monitoring progress, and ensuring timely, high-quality completion of services.
  • Supervises assigned staff, including work planning, task assignments, performance oversight, training support, and execution of instructions, maintenance activities, audits, and related fleet support functions.
  • Leads quality assurance, preventive maintenance, financial, and operational audit programs; evaluates completed work, identifies compliance or performance gaps, recommends corrective actions, and monitors results.
  • Manages fleet assets, inventory records, fuel card administration, enterprise asset management data, vehicle assignments, and utilization to maximize availability, efficiency, and operational readiness.
  • Conducts financial and operational audits; manages fleet-related budgets, expenditures, procurement, and cost-control activities to support fiscal accountability, operational priorities, and alignment with organizational goals while ensuring compliance with internal policies and procedures.
  • Leads lifecycle asset management planning, including forecasting, replacement strategies, total cost of ownership analysis, and recommendations related to procurement, retrofits, capital investments, and fleet modification programs.
  • Leads and supports fleet procurement, vehicle development, and modification activities, including technical specifications, standards, vendor evaluation, contract coordination, technical studies, surveys, cost estimates, and quality inspections for vehicle build programs.
  • Provides technical leadership and project management support for vehicle retrofits, recalls, maintenance campaigns, special projects, system development, and recurring mechanical electrical, and software issue resolution.
  • Develops and implements SOPs, audit tools, performance reports, technical documentation, corrective action plans, and data-driven recommendations to strengthen compliance, reliability, process effectiveness, and decision making.
  • Maintains effective working relationships with OEMs, suppliers, contractors, government agencies, peer transit organizations, engineering teams, asset management teams, and internal business partners to support fleet performance and reliability.
  • Administers warranty programs and campaigns, including claim preparation, tracking, cost recovery, supplier coordination, and documentation of warranty-related activity.
  • Partners with Learning & Development teams to design and deliver training that enhances technician capability and operational performance.
