About The Position

The Measurement Safety & Training Manager partners with Measurement and other Technology, Market Relations, Customer Engagement (TMMC) leadership and field teams to provide strategic direction, subject-matter expertise, and culture-building support that advances worker, vehicle, and public safety while ensuring effective, compliant training across all Measurement activities. The role also ensures consistency with Oncor Corporate Safety initiatives. The role leads the design, delivery, and governance of Measurement safety programs and performance-based training, maintains compliance with applicable regulations and company policies, and uses data-driven insights to reduce risk and improve outcomes. In the future, this role will eventually report to the new Midlothian office.

Requirements

  • Demonstrated experience developing and delivering performance-based training; knowledge of adult learning and curriculum development preferred.
  • Working knowledge of applicable OSHA standards and relevant industry consensus standards (ex. NFPA, American National Standards Institute (ANSI), American Society for Testing and Materials (ASTM), and NESC) as they affect electric utility Measurement environments and tasks.
  • Strong command of company policies, procedures, and work rules.
  • Proficiency with Microsoft Office (Outlook, Word, PowerPoint, Excel).
  • Exceptional communication, relationship-building, change leadership, project management, and time management; high integrity and confidentiality.
  • High school diploma, GED, or equivalent is required.
  • 10+ years of experience in safety and/or training is required.
  • 5+ years of experience with people leadership is required (preferably supporting Measurement or closely related field operations).

Responsibilities

  • Lead, coach, and develop a team (Training Representative; Senior Safety Representative), including workforce planning, hiring, performance management, and retention.
  • Serve as the primary Measurement safety and training business partner to leaders and local districts; provide hands-on field support and consultation.
  • Provide Subject Matter Expert (SME) guidance on applicable safety regulations and consensus standards (e.g., Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), National Electrical Safety Code (NESC) as applicable to Measurement work environments and electrical hazards) and ensure compliant safety work practices across Measurement field and shop activities.
  • Lead and/or participate in incident and event investigations; identify root causes, corrective actions, and lessons learned communications.
  • Govern Measurement safety committees, annual Safety Action Plans, seminars, and handbook reviews/updates within scope.
  • Oversee Personal Protective Equipment (PPE) and safety equipment specification/evaluation with Supply Chain and manufacturers (e.x. Flame-Resistant (FR) garments, dielectric testing programs) as applicable to Measurement.
  • Provide support during emergencies and storm response for Measurement safety.
  • Own the end-to-end training lifecycle for Measurement (analysis, design, development, delivery, evaluation, continuous improvement) using a variety of instructional methods and technologies aligned to learning principles.
  • Maintain and improve training facilities/equipment to support safe, realistic training scenarios; ensure proper operation and maintenance.
  • Establish and execute a multi-year strategic training plan for Measurement that aligns with business needs and risk profile.
  • Manage guest instructors, vendors, and contractors involved in training and related services.
  • Ensure accurate completion, retention, and audit readiness of training records and program materials.
  • Lead the design, implementation, and governance of Measurement’s safety/Human and Organizational Performance (HOP) Software as a Service (SaaS) platforms (e.g., incident management, safety observations, pre-job briefings, inspections, near-miss reporting) and drive adoption and data quality.
  • Analyze safety and human performance data to identify trends, strengths, and improvement opportunities; recommend and track actions to closure.
  • Provide technical guidance and partnership to Measurement leaders, project teams, and internal customers to achieve safety and training objectives.
  • Build and maintain an external network; participate in industry groups/committees to influence codes/standards beneficial to the company and the Measurement discipline.
  • Plan and manage Operations and Maintenance (O&M) and capital budgets for safety and training operations in line with company policies and expectations; manage contracts for related services.
  • Ensure compliance with applicable federal, state, and local safety regulations and company policies across Measurement safety and training programs.
  • Willingness/ability to use PPE, wear a respirator, climb ladders, and enter confined spaces as needed for site visits.
