The Labor Relations Manager will provide strategic leadership oversight and administration, and initiate processes in the areas of Equal Employment Opportunity (“EEO”) and Labor Relations. This role involves researching, investigating, and responding to Title VII EEOC employment complaints, overseeing Labor Relations Specialists' EEOC position statements, and resolving complaints filed by non-bargaining unit employees through the Complaint Resolution grievance process. The manager will develop strong working relationships with Division and Union leadership, acting as a strategic partner or liaison. Responsibilities include conducting research into labor issues and contract interpretation, providing guidance on resolving contractual language issues, and ensuring compliance with the memorandum of understanding (“MOU”), federal and state employment and labor laws, and regulations. The role also involves providing consultation and constructive conflict resolution for and between Division and Union leadership, and bargaining unit employees. The Manager is responsible for the overall operations of the Labor Relations office, including the coordination of grievance administration procedures, managing the negotiation of the MOU, and resolving disputes and complaints between the Division and the Union. This position requires partnering with Division leadership, Human Resources (“HR”), and assigned internal and external legal counsel, and preparing or providing guidance in developing answers to grievances, conducting research, and participating in the preparation of mediation and arbitration cases. The role also includes coordinating reporting, such as EEOC reporting, monthly Labor Relations metrics, and quarterly HR committee meetings, as well as overseeing Employee Resource Groups (“ERGs”) and performing other duties as assigned.
