About The Position

The Lean Product and Process (LPPD) Engineering Manager is a functional leader responsible for developing and executing the Lean Product & Process Development strategy across the RF Electronics Manufacturing value stream. Reporting to the RF Electronics Value Stream Manager, this leader strengthens early-phase product development in a highly matrixed environment, enabling knowledge flow, manufacturability, and rapid learning cycles in support of the Tactical Solutions business. The role provides strategic and technical leadership in Development Manufacturing Engineering, including prototyping flow, design-for-manufacturability input, and transition-to-production readiness. It manages 2–3 matrixed managers and an organization of approximately 15 manufacturing engineers and technical professionals, and owns departmental indirect budgets. The manager is expected to build capability, develop talent, maintain safety and training focus, and influence across engineering, operations, supply chain, and program teams. The position is performed on-site five days each normally scheduled week at the primary work location. Work may take place in an office, laboratory, production floor, cleanroom, outdoors, or a remote research environment. Occasional work in production areas may require protective equipment, and access to other facilities may involve varying weather conditions. Travel and local commuting between company campuses or other locations may be required. The position requires a DoW Interim Secret clearance to start and maintain. The employee must be willing and eligible to be submitted for any applicable higher-level clearance or access after accepting an offer, depending on program requirements. The role may be eligible for short-term incentive compensation based on business performance and management recommendations.

Requirements

  • BS degree or higher in Engineering or a related technical field, plus 10 or more years of related experience. Each higher-level degree, such as a master's degree or Ph.D., may substitute for two years of experience; related technical experience may be considered in lieu of education. The degree must be from an appropriately accredited institution.
  • A DoW Interim Secret clearance is required to start and must be maintained. The applicant must be willing and eligible for submission for applicable clearance or access after accepting an offer, depending on program requirements.
  • Demonstrated success developing customer relationships and shaping value through a deep understanding of customer needs.
  • Systems-based understanding of LPPD, emphasizing people, processes, and tools in that order.
  • Experience applying the 13 LPPD principles in complex development environments.
  • Excellent problem-solving ability, with a bias toward experimentation and dynamic learning cycles.
  • Ability to drive horizontal value flow across engineering, operations, and supporting organizations.
  • Demonstrated ability to educate and coach teams with varying levels of lean awareness while leading technical and cultural transformation.
  • Experience in compliance-focused environments, including AS9100, DoW, or IPC standards.
  • Proven coaching capability and ability to develop people.
  • Ability to resolve misalignment across teams.
  • Experience implementing and sustaining ISO 9001.
  • Proven cross-functional collaboration across engineering, manufacturing, supply chain, and program management.
  • Experience leading NPI efforts on small or medium program teams.
  • Proven ability to influence across a matrixed organization, particularly where lean and LPPD principles are newly emerging.
  • Demonstrated ability to establish customer-value clarity and integrate measurable customer outcomes into development decisions.

Nice To Haves

  • Experience in capital planning, ERP/PLM implementation, and development of manufacturing capabilities.
  • Current, active Secret clearance.
  • Exceptional ability to communicate purpose, align groups, and connect teams to mission.
  • Deep conviction that Lean is a thinking system, not a toolkit.

Responsibilities

  • Partner with value stream leadership to define customer value and clarify purpose across engineering and operations.
  • Engage cross-functional teams to understand value-creating activities and identify barriers to knowledge and hardware flow.
  • Build organizational awareness and alignment around the 13 LPPD principles and integrate them into daily work and development cadence.
  • Develop a sociotechnical strategy grounded in True North and implement it through PDCA cycles to achieve target conditions.
  • Use Hoshin Kanri to translate long-term strategy into executable tactics aligned across the value stream.
  • Drive producible architecture early in the lifecycle by embedding DFM, DFT, DTUPC, and DFX disciplines into upstream learning cycles.
  • Lead Manufacturing Readiness Assessments and Production Readiness Reviews, identifying risks early and enabling progressive readiness.
  • Promote use of Systems, Hardware, ITE, and development engineering processes, and reinforce design guidelines and manufacturability criteria during concept and prototype cycles.
  • Identify organizational, process, and system gaps and design structures that maximize value creation and enable rapid learning.
  • Lead using a Lean coaching approach characterized by respect for people, go-and-see behavior, and problem-first thinking.
  • Increase development velocity through set-based learning, early manufacturability engagement, and iterative learning cycles.
  • Remove structural barriers to development flow and implement countermeasures that improve end-to-end knowledge and hardware movement.
  • Establish clarity around customer value and success metrics, and ensure teams apply shared purpose to development plans, prototype builds, and decisions.
  • Connect engineering, operations, supply chain, and program teams to shared objectives and a synchronized development cadence.
  • Build foundational lean thinking and LPPD literacy across teams with emerging exposure, promoting systems-level problem solving.
  • Provide strategic and technical leadership in Development Manufacturing Engineering, including prototyping flow, design-for-manufacturability input, and transition-to-production readiness.
  • Influence across a highly matrixed organization, aligning engineering, operations, supply chain, and program leadership without relying on direct authority.
  • Maintain a focus on safety, training, talent development, and building a diverse, high-performing organization.
  • Manage 2–3 matrixed managers and an overall organization of 15 manufacturing engineers and technical professionals.
  • Own departmental indirect budgets to support stable, competitive, and predictable labor rates.
  • Ensure preferred part and supplier selections align with supply-chain strategy and early manufacturability constraints.
  • Support early awareness of manufacturability and cost drivers, aligning decisions with customer value, factory capability, and downstream flow.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, Strategic Business Units, Strategic Capabilities Units, and the company, contributing to a positive and productive work environment.
  • Perform other duties as necessary.
