Requirements

  • Bachelor's degree.
  • 10 years of related experience with at least 2 of those years in a supervisory or management capacity.
  • Domestic and/or international travel may be required.
  • An appropriate and valid driver's license is required.
  • Ability to interact with senior leadership as well as all levels of staff.
  • Excellent verbal and written skills.
  • Ability to oversee the concurrent preparation of complex projects involving close attention to detail, coordination with other departments.

Responsibilities

  • Oversees the development of cost and pricing proposals for procurements; develops pricing strategy and conducts cost negotiations for contracts and work orders; provides assistance and cooperation to the headquarters with government audits.
  • Develops the office budget in conjunction with the designated local manager.
  • Manages the office’s financial issues including compliance with budget and contractual requirements, financial reporting and review, approval of invoices and coordination with the headquarters accounting function for payment processing and invoice development.
  • Develops, manages, and monitors unit’s operating budget.
  • Reviews and negotiates terms and conditions of solicitations, teaming agreements, contracts, subcontracts and other agreements.
  • Manages post-award contract administration and closeout.
  • Oversees a procurement function to ensure compliance with contractual terms and government regulations consistent with policies and procedures and government requirements, as required.
  • Assists in the resolution of subcontract issues, if required.
  • Advises office’s management and staff with regard to contractual, cost estimating and pricing, procurement and financial issues.
  • Manages the day to day activity of staff.
  • Provides feedback on performance issues appraisals.
  • Manages the development and training of staff.
  • Approves paid time off (PTO) requests and ensures human resources policies are followed.
  • Provides administrative support to the unit’s management and staff in appropriate areas of expertise.
  • Performs other duties as required.
