About The Position

The Federal Grants Manager plays a critical role in coordinating and executing the community’s Continuum of Care (CoC) grant processes and ensuring the effective administration of federal funding. This position is responsible for leading key components of the CoC application process, supporting system-wide compliance, and ensuring that partner agencies meet federal and contractual requirements. Working in close partnership with the Grants Management + Compliance Director, this role helps ensure that the community secures and effectively manages public funding to support people experiencing homelessness. The Federal Grants Manager operates at a system level, balancing precision, accountability, and collaboration across multiple stakeholders to achieve strong funding outcomes and maintain compliance with federal regulations. Requirements

  • Demonstrated alignment with the organization’s mission and values.
  • Bachelor’s degree in Business Administration, Public Administration, Finance, or a related field, or equivalent combination of education and experience.
  • Three-five years of experience in grants administration, compliance, or a related field with a strong focus on project management principles and practices
  • Experience coordinating complex processes involving multiple stakeholders and competing priorities.
  • Working knowledge of federal regulations and grant requirements.
  • Experience supporting or participating in community-based processes, convenings, or cross-sector collaboration.
  • Strong attention to detail and accuracy, with the ability to manage large volumes of information effectively.
  • Experience supporting financial tracking, budget monitoring, or grant-related financial oversight, including reviewing expenditures and ensuring alignment with funding requirements.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and other internet-based applications.

Responsibilities

  • Lead the coordination and execution of the annual HUD Continuum of Care (CoC) application process and other federal grant application processes, ensuring timely, accurate, and complete submissions.
  • Develop and manage the CoC application process plan, including timelines, deliverables, and clear accountability for all contributors.
  • Oversee the preparation and submission of all required components of the CoC application, including the Grant Inventory Worksheet (GIW), registration, project applications, and the CoC Consolidated Application, ensuring submission at least one business day prior to the deadline.
  • Serve as the lead for the partner agency project application process, including providing guidance, technical assistance, and support for both new and renewal applications.
  • Coordinate community engagement processes for the CoC application, ensuring inclusive, well-organized stakeholder participation.
  • Administer all processes related to CSB’s designation as a Unified Funding Agency (UFA), ensuring compliance with HUD requirements.
  • Coordinate CoC and Ohio Housing Financing Agency (OHFA) project prioritization processes, ensuring alignment with system priorities and funding requirements.
  • Support additional HUD-funded application processes as needed in partnership with internal leadership.
  • Lead the development and annual update of the Continuum of Care (CoC) governance plan, annual plan, and action plan, ensuring alignment with HUD requirements and system priorities.
  • Coordinate with the CoC governing body to obtain approval of HUD-mandated documentation.
  • Ensure all required meetings and activities occur as scheduled.
  • Maintain and drive the CoC Action Plan, ensuring alignment of tasks, timelines, and stakeholders to enhance system performance and strengthen the CoC application.
  • Partner with the CoC Board Chair and internal leadership to support effective governance, decision-making, and accountability across the continuum.
  • Oversee CoC meeting processes, including planning, materials, documentation, and compliance requirements, ensuring meetings are well-organized and aligned with governance expectations.
  • Ensure inclusive participation in CoC governance by supporting engagement and access for Citizens Advisory Council (CAC) and Youth Action Board (YAB) representatives.
  • Maintain CoC-related content and updates in coordination with the Communications + Government Affairs team to ensure accurate and timely public information.
  • Maintain and update key PSH documentation, including unit summaries, cost matrices, development pipelines, and other housing-related materials to support planning, funding, and compliance activities.
  • Ensure PSH-related information is accurate and up to date across internal and external platforms, including CSB and CoC websites.
  • Coordinate timelines and documentation for PSH-related initiatives, ensuring alignment across internal teams and external partners.
  • Support the PSH concept paper and project planning process by coordinating submissions, tracking progress, and facilitating communication among stakeholders.
  • Collaborate with System Effectiveness Impact Managers to ensure opportunities for Citizen Advisory Council (CAC) members to provide input and engage in PSH-related processes.
  • Partner with the Grants Management + Compliance Director and other internal leaders to support review and alignment of PSH project plans with funding requirements and system priorities.
  • Administer the partner agency contract activities for CoC-funded programs, including the reallocation process.
  • Track CoC spend-down and match requirements.
  • Generate projections and analyze fiscal year spending.
  • Determine budget reallocation based on partner agency requests, funding availability, and strategic goals.
  • Produce Partner Agency CoC contract amendments.
  • Monitor CoC-funded partner agencies to ensure compliance with all applicable contracts, regulations, and laws governing non-profit operations.
  • Review CoC-funded partner agency invoicing and any applicable compliance conditions monthly.
  • Generate HMIS Program Roster reports and work with other colleagues to ensure rental assistance payments are correct, timely, and accurate.
  • Track CoC invoicing and work with the Financial Grants Compliance Manager to make CoC draws through eLOCCS.
  • Support public grant application processes, including coordinating materials, reviewing submissions, gathering required documentation, and assisting with final preparation and submission.
  • Manage the CSB letter of support process, including drafting content, coordinating requests, and ensuring timely internal review and approval.
  • Coordinate with internal teams and external partners to support aligned, timely grant-related activities and communications.
  • Identify and recommend improvements to grant administration processes, materials, and partner-facing tools.
  • Support internal processes, including Gateway and other cross-functional workflows, in collaboration with team members.
  • Provide training and technical assistance to staff and partner agencies within the scope of the role.
  • Support partner agency engagement activities, including preparation for meetings and follow-up documentation.
  • Maintain accurate and organized records, files, and documentation.
  • Collaborate across departments to ensure alignment and high-quality work products.
  • Provide back-up support within the Grants Management + Compliance team, as needed.
