About The Position

Reporting to the Director, Capital Projects, the Manager, Facility Planning supervises a staff of five professionals. The position manages the provision of facility planning support to all Government of Nunavut departments, boards and agencies; community governments; and non-governmental organizations (the clients) throughout the GN. In addition, the position provides facility planning and design advice and support to regional Project Management staff. Facility Planning leads the planning of capital projects and the development of project business cases to substantiate project approval by providing feasibility and planning studies, and design briefs to describe the character, size and location of northern buildings to ensure that new facilities meet clients' operational needs, and reflect cultural values, at the lowest possible life cycle cost and ensures that building infrastructure solutions are developed that are consistent with the goals, priorities, and vision of the GN. The position also provides consultative advice that can affect the methods, costs, and effectiveness of delivering programs and services. This position analyzes the multi-dimensional aspects of programs and facilities to address technical, functional, operational, spatial, environmental, and fiscal issues.

Requirements

  • A degree from a recognized institution in architecture or related field.
  • Five (5) years related work experience
  • Two (2) years’ experience in a supervisory or managerial position

Nice To Haves

  • Fluency in more than one of Nunavut’s official languages.
  • Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment.

Responsibilities

  • Managing project planning services to clients in accordance with legislated building codes and standards, and Government of Nunavut policies.
  • Ensuring the capital program, and projects making up that program, are feasible with respect to costing and scheduling.
  • Ensuring that projects are properly defined and planned before proceeding with design.
  • Preparing terms of reference and Request for Proposals (RFPs) for Planning Studies.
  • Developing project Business Cases that substantiate the funding for design and construction phases.
  • Developing and keeping current a format for project design briefs, Capital project substantiations and Business Case submissions.
  • Creating and managing a work plan and project brief development schedule for facility planners.
  • Developing and maintaining a plan and teams, in conjunction with the Technical Support group, for project reviews at various points of the design development on all capital projects.
