About The Position

Supervises and coordinates facilities maintenance activities to ensure high quality maintenance is rendered according to Authority standards and Federal, State, and local regulations. Performs inspections, provides recommendations for preventative maintenance and modification, and provides developmental opportunities for staff that promotes a culture of safety and meets department and Authority goals and objectives.

Requirements

  • Bachelor’s degree in Operations, Management, Business, Public Administration, or a related field, plus four (4) years of experience in maintenance management or operations management.
  • A combination of education and experience relating to this position, including any relevant military experience, may be substituted in place of the above-mentioned requirements.
  • Must possess a valid State of Illinois driver’s license.
  • Required to complete and maintain CTA Rail Safety certification training.
  • Working knowledge of applicable federal, state, and local laws and regulations.
  • Working knowledge of occupational hazards and safety practices.
  • Working knowledge of the practices and procedures in facility maintenance and upkeep.
  • Working knowledge of the principles and practices in program development and administration.
  • Working knowledge of building construction principles and practices including familiarity with plumbing, building, electrical, and mechanical trades.
  • Working knowledge of budget management practices.
  • General knowledge of the principles and practices in record keeping and management.

Responsibilities

  • Directs the work plan for assigned facilities maintenance services and activities.
  • Manages the organization, staffing, and operational activities of staff responsible for the maintenance of Authority buildings, grounds, right-of-ways, turnarounds, parking lots, stations, and shops according to assigned area.
  • Coordinates with department staff to plan maintenance and repair activities.
  • Communicates with internal customers/employees working within assigned facilities on a regular basis to discuss facility needs.
  • Assigns work activities and projects.
  • Responds to the scene of all facility incidents, accidents, and unusual occurrences and provides oversight, direction, and incident management.
  • Oversees project management of maintenance and preventative maintenance projects and activities.
  • Provides forecasting, estimates, and requisition of materials, tools, and equipment.
  • Identifies needs and reviews needs with management to allocate resources accordingly.
  • Establishes schedules and methods for providing assigned maintenance services.
  • Monitors contract and service agreements with outside contractors and vendors and ensures job compliance and completion.
  • Prepares and manages any assigned maintenance program budgets.
  • Submits budget recommendations and monitors expenditures to guarantee department meets budget restrictions and goals.
  • Administers the Corrective Action Disciplinary Guidelines for all personnel in the Facilities Maintenance Department and the Random Drug and Alcohol Testing Program.
  • Ensures all department files and documentation are filled out efficiently and correctly according to internal and external standards.
  • Coordinates with Facilities Improvement and Compliance department on the research and review of departmental files in response to requests from CTA attorneys for documents used in the resolution of legal claims against the Authority.
  • Plans, supervises and coordinates practical testing of union job applicants for the Facilities Maintenance Department.
  • Oversees staff development to ensure proper training and knowledge is attained to perform effective and safe work functions.
  • Coordinates and conducts training sessions and provides training bulletins for staff in proper maintenance and preventative procedures and techniques.
  • Reviews work processes, identifies opportunities to increase efficiencies and safety, and makes recommendations on process improvements.
  • Reviews all relevant performance and productivity reports, sets goals for staff, and executes performance improvement plans.
  • Measures performance of department staff and recommends disciplinary action and/or additional training for personnel that do not perform repairs that meet Authority requirements and standards.
  • Issues corrective action/discipline in accordance with the current Corrective Action Guidelines.
  • Participates in the development of and administers and monitors programs, policies, goals, and departmental objectives to ensure consistency of interpretation.
  • Develops methods to improve team workflow and processes.
  • Hires, trains, develops, monitors, and evaluates performance of staff.
  • Reviews and recommends personnel actions for approval.
  • Performs related duties as assigned.
